Digital Kazakhstan

Digital Kazakhstan state program for 2018-2022 is aimed at driving economic growth in Kazakhstan and improving the quality of life through the use of digital technologies and creating conditions to digitize the Kazakh economy.

The program consists of five main directions:

• digitization of economic sectors – introduction of breakthrough technologies and opportunities that will boost labour productivity and increase capitalization;
• transition to digital state – introduction of a proactive approach in delivering state services anticipating the needs of population and businesses;
• implementation of digital Silk Road – development of high speed safe infrastructure of data transmission, storage and processing;
• development of human capital – creation of a so-called creative society to ensure a transition to knowledge based economy;
• creation of an innovative ecosystem – devel0opment of technological entrepreneurship and innovations with sustainable horizontal interaction between business, science and the state. The state will serve as a driver of an ecosystem generating, adapting and incorporating innovations in the production.

Key targets:

• labour productivity growth in mining and exploration in 2022 – 38.9 %;
• labour productivity in transportation and warehousing in 2022 – 21.2 %;
• labour productivity growth in agriculture, forestry, and fisheries in 2022 – 45.1 %;
• share of e-commerce in the total volume of retail trade in 2022 – 2.6 %;
• creation of jobs through digitization in 2022 – 300,000 people;
• share of public services delivered digitally in the total volume of public services in 2022 – 80 %;
• share of internet users in 2022 – 82 %;
• level of digital literacy of the population in 2022 – 83 %;
• Improvement in the Global Competitiveness Index of the World Economic Forum in the innovation capability pillar in 2022 - 63th place;
• volume of attracted investments in start-ups in 2022 - 67 billion tenge (US$159.7 million).
