Senate approved Doping bill
The Senate of Kazakhstan’s Parliament in two readings has adopted the bill “On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Physical Culture and Sport”, which provides for toughening the responsibility for the use, prescription and distribution of prohibited drugs and substances. In particular, the introduction of administrative responsibility in respect of persons who prescribed doping to an athlete, which provides for a fine of 200 monthly calculation indices, the Committee for Sport and Physical Education reports.
In addition, the draft Law on the use of performance-enhancing drugs provides:
- disqualification;
- annulment of athlete’s sports result and withdrawal of qualification points;
- repayment of cash incentives;
- termination of the payment of lifelong monthly material support to athletes and coaches;
- termination of the monthly monetary maintenance to athletes, coaches and heads of club teams;
- deprivation of a sports title;
- termination of the contract for the use of housing with the champion and winner of the Olympic, Paralympic and Deaflympic Games;
- exclusion of athletes, coaches from the national teams and staff teams of Kazakhstan.
The draft Law also provides for the issuance of housing for champions and prize-winners of the Olympic, Paralympic and Deaflympic Games for a rental period of 10 years, as well as a ban on the alienation of this home for a period of the same period, due to the fact that the storage period for doping tests is 10 years, and if during this period no doping is detected in the samples, the housing will be transferred to the athlete for use forever.
Moreover, in case of death of an athlete, who is the champion or prize winner of the Olympic, Paralympic and Deaflympic Games, regardless of the result of the doping test, the housing is provided for the heirs of the deceased.
Every year, the National Anti-Doping Center conducts a sampling of 3,000 bioassays. Since 2013, 307 cases of the use of doping by Kazakhstani athletes have been identified.
For 10 months of 2019, 37 positive cases of anti-doping rule violation were identified.
