Samruk Kazyna and Mayor’s Office of Nur-Sultan sign coop memo

Samruk Kazyna National Welfare Fund and the Mayor’s Office of Nur-Sultan have signed a cooperation memorandum as both went over areas of cooperation in implementing joint projects in the capital, the national welfare fund’s press release reads.

The memorandum covers 9 areas, including the capital’s gasification, e-commerce, Smart City program, procurements, the social sphere, import substitution development, the postal network’s development, support for youth, and HR development.

The Smart City program is destined to develop the city of Nur-Sultan, as part of which Samruk Kazyna is about to install 6000 CCTV cameras in 3000 porches within the capital.

The issues of Nur-Sultan’s gasification have also been under discussion. The Samruk Kazyna-funded Saryarka gas pipeline that is under construction to provide the Kazakh capital, the central and northern regions with gas will be handed over to the city shortly.

“On 10 October the construction of the Saryarka gas pipeline will be completed”, Akhmetzhan Yessimov, Board Chairman, Samruk Kazyna National Welfare Fund, said.

On top of that, e-commerce and postal network development issues have been considered. 2019 is about to see the opening of 8 franchising points, and other 12 ones and 200 automated distribution points are slated for launch in 2020.  

The memorandum is largely about procurements, in particular the development of import substitution and local content. The Fund will provide assistance and help to the projects aimed at creating new productions in Nur-Sultan through long-term contracts. In its turn, the capital Mayor of Office is due to select such projects, including through PPP. Total 1.6 billion tenge is channeled into the creation of new productions.

For the purpose of assisting the capital’s entrepreneurs to participate in procurements the Fund, Samruk Kazyna’s groups will raise procurements of goods, works and services from the city’s enterprises by at least 10% compared with 2018. For 2019 the Fund provides 380 billion tenge to procure goods, works and services from entrepreneurs based in the capital.

Additionally, the parties have touched upon the social sphere in Nur-Sultan. The Fund is about to provide financial support to tackle social issues regarding the prevention of child abandonment, rehabilitation of children suffering cerebral palsy, legal support to place children is a family setting and so on. So, in order to construct social facilities in Nur-Sultan, including light-athletics sports facilities and the Kazakh Dramatic Theatre, 58 billion tenge has been provided.
