Nurlan Nigmatulin sums up results of Mazhilis’s work in 2019

At the plenary meeting closing this year Mazhilis Chairman Nurlan Nigmatulin has summed up some results of the work of the deputies of the Chamber since the beginning of the fifth session, Strategy2050.kz reports with reference to the press service of the Mazhilis.

As Nurlan Nigmatulin has pointed out that all the legislative work of the deputies has been carried out, first of all, taking into account the priorities of the strategic course of First President of the country - Elbasy Nursultan Nazarbayev and the priorities identified by Head of State Kassym-Jomart Tokayev at the opening of the session in September this year.

“Since the beginning of this session, the Mazhilis has put into operation 77 bills. Of these, 36 have already been reviewed and approved. Moreover, the attention of the deputies was concentrated, first of all, on those bills aimed at improving the quality of life of all Kazakhstanis and improving the well-being of our people. It should be especially noted that we all the bills approved aimed at implementing the Address of Head of State Kassym-Jomart Tokayev to the people of Kazakhstan. Thus, we fully provided legislative support for the President’s Address,” the Chairman of the Mazhilis said.

In particular, the personal responsibility of heads for committing corruption offenses by their subordinates is legislatively fixed.

The draft law on the status of a teacher was approved, providing for additional social guarantees, reduced workload and reporting.

The transfer of corporate income tax revenues from small and medium-sized businesses to local budgets was endorsed through legislation.

Micro and small businesses are also exempt from income tax for a period of three years.

In accordance with the instructions of the Head of State, the punishment for sexual violence, pedophilia, drug trafficking, human trafficking, domestic violence against women and other serious crimes against the individual, as well as against poaching and cattle theft, has been toughened.

“In general, the work of the deputies of the Mazhilis from the first days of the session was very intense, and there is still a significant amount of work ahead of us aimed at legislatively ensuring the implementation of the instructions of Elbasy and the Head of State,” Nurlan Nigmatulin said.

According to the Speaker of the Mazhilis, further joint work of deputies and the Government to improve domestic legislation and improve its quality will be conducted, as usual, with full information openness.

It was also noted that from the beginning of the current session, 7 “government hours” have been held in a new format, based on which recommendations and suggestions were made to improve the performance of government bodies.

In addition, the deputies of the Mazhilis sent over 100 deputy requests to the Government, held 5 field meetings of the Mazhilis committees and a number of international conferences.

The most representative forum of parliamentarians in Europe and Asia was the 4th Conference of Speakers of Parliaments of Eurasia, held in Nur-Sultan in September this year.

The Mazhilis Chairman drew attention to the upcoming departures of deputies to the regions at the beginning of the new 2020.

“In accordance with the decision of the Mazhilis Bureau, trips to the regions are planned from January 5 to January 14, 2020. This is an important component of our work, during which we will tell the population about the implementation of the Address of President of Kazakhstan Kassym-Jomart Kemelevich Tokayev "Constructive public dialogue - the basis of stability and prosperity of Kazakhstan." During field trips, we will also inform our voters about the legislative activity of the Mazhilis over the past period,” Nurlan Nigmatulin said.

According to the Speaker of the Mazhilis, trips to the regions will be held in a new format, informing about the upcoming departure through social networks and local media.

“This will provide an opportunity to expand the geography of coverage, to better take into account the wishes of the population. And as always, we will hold meetings not only in regional centres, large cities, but also in remote villages,” Nurlan Nigmatulin said.
