Nigmatulin addressed 50th anniversary plenary meeting of IPA CIS
Chairman of the Mazhilis Nurlan Nigmatulin believes that in modern conditions the importance of parliamentarians is increasing, including for the harmonization of national laws, Strategy2050.kz refers to the press service of the Mazhilis.
Having noted that the IPA CIS is an effective platform for a productive dialogue among parliamentarians from the CIS countries, which occupies a special place in the system of world parliamentarism, Nurlan Nigmatulin emphasized that each of the plenary meetings of the Assembly was a consistent step towards the integration of countries in order to improve the well-being of citizens.
“Thanks to First President Nursultan Nazarbayev, whose succession policy is currently ensured by Head of State Kassym-Jomart Tokayev, Kazakhstan is committed to the active and mutually beneficial development of partnership in the Commonwealth”, the Speaker of the Mazhilis said.
Stressing the importance of Elbasy’s initiatives to strengthen the economic foundations of the CIS and take measures aimed at removing trade barriers, Nurlan Nigmatulin noted the positive dynamics in the adaptation of the Commonwealth to modern realities.
According to the Mazhilis Speaker, the continuation of work on modernization and ensuring the evolutionary development of the Commonwealth is important. Currently, the Concept for the Further Development of the CIS and the Plan of Key Activities for its Implementation are being updated. The changes will primarily affect the economic dimension of cooperation. The emergence and development in the CIS space of new integration associations with a deeper degree of interaction, according to Nurlan Nigmatulin, should be reflected in the new document so as not to create additional obstacles and barriers to the development of economic cooperation between the CIS countries and other integration associations.
Particular attention is also required by new areas of interaction - the digital economy and e-commerce. Scientific-technical and innovative cooperation also needs to be strengthened.
The Mazhilis Speaker expressed confidence that the agenda of the IPA CIS will be updated in connection with the implementation of the CIS Economic Development Strategy for the period until 2030.
“At the parliamentary level we should provide all possible assistance in the implementation of all decisions of the Heads of our states. At present, it is becoming increasingly important that each plenary meeting of the Inter-Parliamentary Assembly be pragmatic. Under the current challenges facing our countries, the role of parliamentarians is growing, providing legislative support for the development of integration processes in the CIS. That is why one of the most important aspects of the activities of our Assembly is model legislation, which serves as an effective tool for integration and ensures the harmonization of national legislations”, Nurlan Nigmatulin said.
The agenda of the 50th plenary meeting of the IPA CIS includes draft model laws “On trust management of property and trust” and “On liability law”. The package of documents is devoted to environmental legislation - “On the assessment of environmental damage”, “On environmental tourism”, Recommendations on the organization of national centers of environmental safety.
