National Modernization Commission discussed the President’s state-of-the-nation address
The National Modernization Commission’s meeting chaired by Kazakh Prime Minister Askar Mamin and attended by Nurlan Nigmatulin, Chairman of the Mazhilis of the Kazakh Parliament, touched upon the implementation of the National plan of the measures to implement the President’s 2 September 2019 state-of-the-nation address, primeminister.kz informs.
“The National Modernization Commission is under special control of National Leader Nursultan Nazarbayev. The President, Kassym-Jomart Tokayev, in his address, directed to resume the work of the Commission. Our last meeting saw the development of the Commission’s work plan for 2019-2020, which so far agreed with the President,” Mamin said.
Marat Akhmetzhanov, Deputy General Prosecutor, delivered a report on the ongoing work on improving the efficiency of addressing citizens' applications.
The Legal Statistics and Special Accounts Committee of the Prosecutor General’s Office is working on an “E-application” IT system, to be piloted starting 2020. Under the project, it is planned to create a unified database of applicants (using IIN and BIN), to synchronize the entire history of their appeals. It is also designed to assess the quality of addressing applications.
As for transparency of tariff setting and consumer right protection in rail transportation, Amaniyaz Yerzhanov, vice minister of industry and infrastructure development, informed on a corresponding bill, which is under development, providing for the establishment of a transparent system for subsidizing passenger traffic, as well as the exclusion of hidden transit schemes and the protection of consumer rights.
The Commission also considered the measures for preventing citizens’ excessive debt to financial institutions, improving the State targeted social assistance mechanisms, the pension system and other.
“In his address, the Head of State stressed that effective public dialogue and prompt response to the needs of people are the main priorities of government bodies. Taking into account today's discussion, it is necessary to take specific measures to implement the tasks with our best efforts,” the PM said.
