Meeting btw vice PM and Nur-Sultan’s citizens focusing on Kazakh President’s tasks taken place
The vice prime minister, Berdybek Saparbayev, has held a meeting with the residents of Nur-Sultan, which has also seen the participation of Nur-Sultan mayor Altay Kulginov health minister Yelzhan Birtanov, labour and social protection minister Birzhan Nurymbetov, as well as other government officials. The meeting centered on the Kazakh head of state’s tasks’ implementation has seen the capital’s residents raising troubling questions, Strategy2050.kz correspondent reports.
The meeting has taken place following the end of Bergybek Saparbayev’s trips around the regions.
There are over 14 000 persons on social housing waiting list in the capital, Nur-Sultan’s mayor says. This year has seen 10 apartment blocks brought in operation, meaning 2500 will receive housing.
16 settlements in the outskirts of the city, which are home for 280 thousand dwellers (one quarter of the city’s population), face infrastructure issues, a shortage of social facilities (sports facilities, schools, policlinics, ect.). As the mayor has said, all this is included in the 3-year budget plan in line with the president’s tasks.
As for the accessibility of housing, he has singled out that over 3000 homes have been provided to those in need in 2019, pointing out that there will be a 3-fold increase in such housing in next year with the proper plan in place. The keys of about 450 homes were handed during First President’s Day, these of 1050 homes were given to working youth, and other 600 homes found their owners who were on the housing waiting list or through the House Construction Savings Bank.
Under the State programme 22 thousand working places have been founded, while 1300 people were upskilled.
For citizens seeking answers to questions that bother them, Zhanuya Centre was put into operation, which has so far received more than 7000 thousand persons, with 3000 enquires out of overall 14 000 being dealt with on site. The centre operates under the one-window principle.
Meanwhile, vice prime minister Berdybek Saparbayev, in his speech, has outlined that the meeting’s main emphasis is the implementation of the Kazakh president’s tasks aimed at raising the well-being of Kazakhstani residents.
“This year’s economic growth has totalled 4.4%. The salary has seen a 5.7% increase,” he said, adding that investment encouragement is key to economic development.
Over 11 months of the present year, the Kazakh economy has seen investments of 10 trillion 800 billion tenge attracted, over 400 thousand jobs created.
Social reinforcement is among the main highlights of the Kazakh President’s tasks.
“This year in line with President Kassym-Jomart Tokayev’s instruction has seen tax amnesty, that is people’s debt burdens have been reduced, covering 565 thousand Kazakh citizens using 115 billion tenge. At the same time, over 1 million Kazakhs’ fines and penalties of 33 billion tenges have been written off,” he has said.
SMEs are due to be freed from paying taxes for three years starting next year in accordance with the Kazakh President’s instructions.
11 months of 2019 have seen 1 million 600 thousand Kazakh residents receiving targeted social assistance, including 1 million 100 thousand children.
To better the communication between the government and the public, it is essential to bring the concept “State that hears” into fruition.
According to him, the issues of great importance in education include teachers’ status, schools’ material and technical base, the gap between city and rural schools, and others, the 2020-25 Education Development State Programme is said to address all the said issues through building new schools, increasing teachers’ salary, reconstruction works and so on.
Speaking of health care provision, vice prime minister Berdybek Saparbayev referred to the State programme for developing health for 2020-2025. He also has said that the Health Code aimed at increasing the quality of health care provision has been submitted to the parliament. Coverage of medicines is also attached great importance.
Piloting in Karaganda region, obligatory social health insurance is due to be introduced next year. The government identified 15 categories of citizens who will be provided social health insurance at the expense of the State budget, they include 10 million people, while another 8 million persons will get social health insurance through their employers or at their own expense.
