Mazhilis Speaker urges to effectively use budget funds

Nurlan Nigmatulin, Mazhilis Chairman, stressed that the 2020-22 national budget has the social nature, Strategy2050.kz informs with reference to the press service of the lower house of the Kazakh parliament.

The draft national budget is designed to proceed with the implementation of First President – National Leader Nursultan Nazarbayev’s tasks, as well as the objectives announced by current Kazakh President Kassym-Jomart Tokayev in his election programme.

According to the Mazhilis Speaker, the human capital development, health issues, employment are main priorities of the 2020-22 budget.

“Increasing the real economy sector, creating conditions for technological upgrade and digitalization of economy sectors, affordable housing are also of high priority,” he said, adding: “Social responsibilities are at the core of the budget policy.”

46% of total expenditures of the national budget, or 18.2 trillion tenge, are directed towards the social sphere.

“The Mazhilis made two amendments to raise teachers’ salary by 25% effective 1 September 2020, further doubling it in the next 4 years. There were also amendments aimed at increasing culture and art workers’ salary from 35% to 50% effective 1 January 2020,” he said.

He went on to say that effective planning and use of budget funds is more crucial to economic growth than the quantity.

Effective planning and use could greatly contribute to the resolution of existing issues, including the ways to increase the budget’s revenue. The mechanisms for providing State support measures to the real economy sector, in particular the areas of employment and social protection of the population, need a redefinition.

“The employment programmes should aim at creating permanent jobs, increasing tax revenues and production,” the Mazhilis Speaker said.

He also outlined that simply “hand-outs” are unacceptable neither in the real economy sector nor in the social sphere.

“The national budget is the backbone of the country’s economic policy set by the National Leader and the President,” he said.

He went on to say that the Government and parliament deputies are to ensure a timely and effective utilization of the funds provided to raise the well-being of Kazakh citizens.
