Mazhilis Chairman addressed the 141st Assembly of IPU in Serbia
Chairman of the Mazhilis Nurlan Nigmatulin addressed a meeting of the 141st Assembly of the Inter-Parliamentary Union in Serbia, Strategy2050.kz informs.
Strengthening of international law, including the role and mechanisms of Parliament, as well as the contribution of regional cooperation was the main topic of this meeting.
The speaker of the Mazhilis noted that at present, when international partnerships and cooperation are increasingly being undermined, not only long-term interstate agreements are violated, but even United Nations resolutions, the range of issues brought up for discussion by the IPU is relevant and necessary.
“In this regard, I especially would like to emphasize that thanks to our First President Nursultan Nazarbayev, whose strategic course is continued today by Head of State Kassym-Jomart Tokayev, Kazakhstan adheres to and will continue to comply with the basic principles of international law”, Nurlan Nigmatulin said in a plenary meeting of the 141st Assembly of the IPU.
The Mazhilis speaker recalled that our country initiates dialogue platforms for resolving regional and global conflicts exclusively within the framework of internationally recognized negotiation formats, and makes efforts to achieve a world without nuclear weapons.
According to Nurlan Nigmatulin, development of regional cooperation is of particular importance for Kazakhstan, located at the junction of two parts of the world - Europe and Asia.
“It is obvious that Parliaments with their capabilities and mechanisms of work can make a significant contribution to observing and strengthening the principles of international law”, the Chairman of the Mazhilis said.
Among the mechanisms is parliamentary diplomacy, the importance of which is confirmed by the results of the 4th forum of speakers of parliaments of the Eurasian countries, held in September this year in Nur-Sultan.
Nurlan Nigmatulin focused the attention of international parliamentarians on the main proposals expressed at the forum by First President of Kazakhstan Nursultan Nazarbayev, which will strengthen and develop cooperation precisely on the basis of international law.
First of all, this was the initiative to convene a high-level UN International Conference on reaffirming the basic principles of international law.
“In turn, parliamentarians participating in the Inter-Parliamentary Union could hold high-level legislative debates to revive the central role of the UN Charter”, Nurlan Nigmatulin said.
Legal harmonisation is also important, which will coordinate common efforts in the fight against the threat of terrorism and the sale of drugs via the Internet, and will help develop a legal framework for the transition of the world economy and social development to the new digital era.
The ratification of international treaties and agreements also contributes to the strengthening of international law.
“In view of this, I urge my colleagues to support the new UN Treaty on the Prohibition of Nuclear Weapons and make every effort to ratify it by the countries participating in the Inter-Parliamentary Union. Kazakhstan has signed and ratified this treaty in July this year as a gesture confirming our commitment to achieving a world without nuclear weapons”, Nurlan Nigmatulin addressed the participants of the 141st Assembly of the IPU.
The speaker of the Mazhilis also expressed confidence that the solution of such global issues as the strengthening of international law and the development of regional cooperation requires joint efforts and coordinated actions from all world countries.
“We have to maximize the use of the potential of inter-parliamentary cooperation in the interests of harmonizing national legislations in accordance with fundamental international regulatory documents, primarily United Nations conventions”, Nurlan Nigmatulin emphasized.
