Investment in education keeps decreasing in Kazakhstan - research

Investment in the education sector has decreased across all sources of financing, Strategy2050.kz refers to Finprom.kz.

According to the results of eight months of this year, 111.3 billion tenge of investment was directed to the education sphere. This is 7.8% less than in the same period last year (120.8 billion tenge). The share of the total investment in Kazakhstan amounted to 1.5%, while a year earlier it was 1.9%.

In general, over the 12 months of 2018, investment in education decreased by 22.7% for the year and amounted to 204.9 billion tenge. The share of investment in education in 2018 was equal to 1.8% of the total investment, which is the minimum over the past five years.

In the regional view, in January-August 2019, the largest amount of investment in education was directed to Turkestan region: 21.8 billion tenge - 42.9% more than in the same period last year (15.3 billion tenge).

Nur-Sultan city is located on the second place with 20.3 billion tenge of investment, minus 0.7% per year. The city of Almaty also entered the top three: 12.8 billion tenge, while the amount decreased significantly (−17.5%) compared with the previous year (15.5 billion tenge).

TOP-3 regions account for almost half of all investment aimed at education in Kazakhstan (49.3% of the total).

The least investment in education were directed to West Kazakhstan (1.7 billion tenge), Mangistau (1.7 billion tenge) and Pavlodar (1.9 billion tenge) regions.

Decrease in investment in education is observed across all sources of funding.

The largest amount of investment falls on budget funds: 83 billion tenge (a year earlier - 87.7 billion tenge). Of these, 43.4 billion tenge this year has been allocated from the local budget (45.6 billion tenge a year earlier) and 39.6 billion tenge from the republican budget (a year earlier - 42.1 billion tenge).

Own funds of the business amounted to 27.9 billion tenge, slightly decreasing by 0.3% for the year.

Investment injections due to bank lending significantly decreased: the amount immediately decreased by 92.8%, from 3.5 billion in 2018 to 256.1 million tenge in 2019. Other borrowed funds were also significantly reduced: in January-August, the sum amounted to 244.6 million tenge - 84% less than in the same period last year (1.5 billion tenge).
