Head of State approves actions under the state-of-the-nation address
The Head of State approved the national plan of actions for the implementation of the 2 September state-of-the-nation address “Constructive Public Dialogue – the Basis of Stability and Prosperity of Kazakhstan”, the Akorda press service informs.
The national plan of actions provides for the concrete measures for developing the civil society, tightening the criminal legislation on serious offences, introducing administrative justice, supporting SMEs, withdrawing disused agricultural land, reducing prices of goods and services, developing competitiveness, revising the social policy, increasing the quality of education, ensuring Kazakh citizens can use their pension savings and others.
It also envisages the measures aimed at funding the initiatives put forward in the Address, including the funds to reform the Ministry of Internal Affairs, increasing the salaries of teachers, workers of culture and art, implementing programmes for support of businesses, developing infrastructure and so on.
The Code of Administrative Procedure, 17 laws, 5 presidential and 15 governmental decrees are about to be elaborated and passed to ensure a regulatory framework for all the issues of the Address.
On top of that, taking into consideration the tasks of the Head of State the Government will approve new and make amendments and additions to the existing State programmes (the Industrial and Innovative Development Programme, Business Roadmap 2025, Enbek Productive Employment and Mass Entrepreneurship Development Programme, Education and Science Development Programme, Nurly-Zher Housing Programme and so on).
Most of the measures are slated for implementation by the end of this year.
The President’s Administration is due to ensure control over the strict and timely implementation of all the initiatives of the Head of State.
