Digitalization saved over 3bln tenge in social and labour sphere

The Ministry of Labour and Social Protection of the Population of Kazakhstan (“Ministry”) managed to save 3.03 billion tenge of budget funds by implementing digital projects and converting government services to electronic and proactive formats, the Ministry’s press service informs.

When calculating this amount, projects such as the Electronic Labour Exchange and the Unified System of Accounting for Labour Contracts, as well as public services translated into electronic format, were taken into account.

For 2 years, the Electronic Labour Exchange brought savings of 1.6 billion tenge by excluding the costs of employers and job seekers. For example, now employers do not need to physically come to employment centres to hand in a pile of papers with vacancies, the employment centre now does not need to have several people who used to manage all the data by hand.

The unified system of accounting for electronic labour contracts allows not printing the contract, but stores it in the database. Previously, employers had to spend money on signing and printing contracts, and allocate a separate place for their storage. Over 1.5 years since the launch of the pilot project, the Ministry saved a total of 430 million tenge.

The social and labour sphere’s digitalization was greatly influenced by the transfer of public services into electronic and proactive formats. The big part of savings was possible thanks to no need to print all documents on paper. This is due to the fact that a number of social and labour services can be obtained via SMS, on the egov.kz website or on the Telegram bot EgovKzBot2.0. Due to this, the amount of savings from the provision of services amounted to almost 1 billion tenge.

“As you can see, digitalization not only makes life easier for citizens, which is most important. It also makes processes transparent, indirectly saving budget funds. In 2019 alone, the economic effect reached 2.154 billion tenge,” Nariman Mukushev, vice minister of labour and social protection of the population of Kazakhstan, said.

Of note it that digitalization of the social and labour sphere began in 2018. Within its framework, such large projects as the Electronic Labour Exchange, the Unified System of Accounting for Electronic Labour Contracts, the Social Family Card and others are under implementation.
