“Two important laws in sphere of criminal justice – Criminal Code and Criminal Procedure Code are at passing. The Penal Code will be developed at a base of two mentioned codes. And that is why it is important to adopt new Penal Code,” Bychkova stated.
According to her, the new code focused on institutions that are associated with coordination issues of penal system and civil society.
The bottom line is that the fate of a person who is within the penal system, depends on the convicted himself," the Majilis member noted.
"This is necessary because the convicts need resocialization. That is, a person who is exempt from the system of punishment be productive members of society,’she explained.
The Drafwas added by provisions of the national preventive mechanism, public supervisory commission and features serving a sentence of imprisonment with chamber conditions.
