Senate apporved Penal Code in 2nd reading

Draft Penal Code of the Republic of Kazakhstan was approved in the second reading during the plenary meeting of the Kazakh Senate under the chairmanship of Kassym-Jomart Tokayev today June 5, 2014.
“The new law will have high consequences on human rights, prisoners and defendants. It will significantly change their lives for the better,” member of committee for constitutional law and the judicial system of law enforcement bodies Yermek Zhumabayev announced.
According to the draft law, the positively characterized convicted people will be classified as the first, second, third degree of behavior.
The negatively characterized convicts will also be classified. Proposed classification of behavior of the convicts will serve as a basis for change of a correctional institution type.
One of the novelties of the draft is introduction of the classification of correctional institutions, depending on the degree of security of the institutions.
