Role of citizen and society to be increased in public administration formation: A.Baimenov
"The role of the citizen and society will gradually be increased with the formation of the state administration bodies, assessing their performance and staffing," the head of the Agency for Civil Service A. Baimenov said at a meeting with students of the Institute of State and Local Government in Almaty.
"In this regard, we have carried out work on the next stage of public service reform. On March 26 a law, that defines a new model of Kazakhstan's civil service, comes into force. Its main priorities are to strengthen the principles of meritocracy, transparency of recruitment and the creation of the administrative Corps"A",” A. Baimenov said.
"It is important that the disciplinary and ethical control and anti-corruption behavior of civil servants are written separately in the chapter. In general, we expect that in the aggregate, this will increase the quality of the state apparatus and public services to the population. All these reforms are intended to implement the principle that marked by Kazakhstan President: civil service should be synonymous with the term "service to the nation",” the head of the Agency concluded.
