Training funds to be established on basis of industry associations- National Chamber of Entrepreneurs

A regular meeting of the Presidium of the Oil and Gas Industry Committee NCE RK was held chaired by a member of the Presidium of the National Chamber of Entrepreneurs Daniyar Abulgazin, which reviewed the draft concept of the formation of the training Fund under the Association “KAZENERGY” and other issues in the oil and gas industry.

Currently, contractual obligations of subsoil users in education and training are regulated by rules of the Law of the Republic of Kazakhstan “On Subsoil and Subsoil Use”.

Meanwhile, the existing rules do not take into account the full extent of interests and capabilities of all participants to the process of education, training and retraining of workers who are citizens of the Republic of Kazakhstan, involved in execution of the contract.

In this regard, there is a need to implement a system work which will take into account the concerns of all stakeholders: industry, investors, the population and the education system.

To implement a system work, establishment of an industry training Fund “KAZENERGY” is being considered.

The main objective of this training Fund is to increase the efficiency of execution by subsoil users of the Republic of Kazakhstan the commitments to train skilled workers for the industry.

Following results of the meeting, the Committee noted the need to establish industry Funds based on industry associations accredited in NCE RK; and a list of necessary arrangements for implementation of this proposal, including appropriate changes and additions to the legislation of the Republic of Kazakhstan was made.

Issues regarding the need to move to international standards of recording geological reserves were also discussed during the meeting. In order to study this issue in detail, the Committee recommended establishing a relevant interdepartmental working group on the basis of the concerned ministries. Besides, a draft concept of the Code “On Subsoil” and further activities to review and approve the concept by interested companies were discussed.
