90% of ‘With a diploma – to a village’ program’s participants decide to stay in villages
The program “With a diploma – to a village” has been implementing for over 10 years. Back in 2009, the measures aimed at graduates – holders of State grants to send them to villages to work were worked out. It was initiated by First Kazakh President – Elbasy Nursultan Nazarbayev.
According to the Kazakh vice minister of national economy, Yermek Alpysov, 1 150 core villages and 2 327 satellite ones are envisaged.
Also, there are plans to provide 6 million 600 thousand rural dwellers with improved infrastructure by 2025.
When deciding on such core villages, around 150 criteria, including demography, infrastructure, economy and geographical location were considered, Yermek Alpysov said.
“Speaking of demography, the dynamics whether the population has grown or decreased, whether people leave or come, the number of young people out of those working, the condition of infrastructure, all this was taken into account,” said the vice minister.
Under the program for attracting young specialists to work in villages, it is of great priority to attract more specialist to social areas as well as the agro-industrial complex sphere.
Young specialists willing to work in rural area receive the money support of 252 500 tenge, such support has been given to 60 thousand people for over 10 years. Young specialists can take a loan with a low interest rate at 0.01% to purchase a house.
It is expected that in 2019 7 176 persons will receive the money support as 1 billion 300 million tenge has been already allocated. As of 1 July, 5 172 specialists have already been given the money support.
“In 2019, 14 billion 800 million tenge are envisioned so as 3 908 specialists could buy houses. As of 1 July, 2 527 have received [loan funds to buy a house],” he told.
The program allowed to provide 60 thousand people with jobs, including 42 745 persons engaged in the education sphere (71%), 12 705 – in the health sector (21%), 483 – in the social sphere, 2 469 – in culture and sport, 1 665 – in agriculture.
The vice minister also has touched on some amendments to the program for over the last 10 years, including the increased loans, support to vets has been introduced as well as to those engaged in the agro-industrial complex sphere. The period during which the specialists have to meet the program’s requirements has reduced to 3 years.
According to the vice minister, 90% of those participated in the program continue their livelihoods in villages.
“The With a diploma – to a village program aims at supporting rural areas, young specialists as well as increasing employment among graduates through providing them with jobs in a rural area and loans to purchase a house with the lowest percentage of return,” concluded Vice National Economy Minister Yermek Alpysov.
