Tokayev calls for establishment of SCO Information Security Center

The Kazakh President attended the meeting of the Council of the Heads of the Shanghai Cooperation Organization Member States, the press service of Akorda informed.

The official welcome ceremony was followed by the narrowly and broadly constituted meetings of the Council of the Heads of SCO member States.

Kassym-Jomart Tokayev thanked Kyrgyz President Sooronbay Jeenbekov on the warm welcome and high-level preparations for the summit and expressed confidence that the decisions made and documents signed during the summit would deepen the cooperation between the countries.

The Kazakh Head of State stressed that the transformation of the system of international relations requires new, more balanced and precise principles from multilateral institutions, in so doing set out the main to his mind tasks of the SCO.

“First and foremost, the confidence, constructive dialogue and interaction aimed at ensuring security and cooperation on the SCO space should continue. To that end, the 2018-2022 action plan as part of the strategic SCO Treaty for Long-term Good-Neighborly Relations, Friendship and Cooperation needs to be implemented fully”, the Kazakh President said.

Kassym-Jomart Tokayev outscored the timeliness of the initiative of First Kazakh President Nursultan Nazarbayev on the “Three Dialogues” and pointed to the necessity to up the international competitiveness of the Organization by expanding and establishing full-format relations with key multilateral structures of Eurasia, including the Eurasian Economic Union, ASEAN, BRICS and the EU.

“In the face of the economic slowdown, financial instability on the world markets, the SCO’s huge economic potential should be realised effectively. We think that this can be done by forming an eight-party Eurasian Financial Consultation mechanism. The memorandum we sign today between the SCO Secretariat and the AIFC allows for using the unique innovational capacity of the Astana International Financial Center to develop the financial system of SCO member States”, the Kazakh President said.

The Kazakh head of state drew attention of the attendees of the meeting to the issues of security in the region. In his view, the terrorist acts taken place in the SCO’s partner country Sri-Lanka in April this year underscored the relevance of Kazakhstan’s initiative to form a global anti-terrorist coalition under the UN umbrella.

“Terrorism can also be detected in the internet and requires for additional efforts to ensure cybersecurity. Creation of the SCO Information Security Center would be a significant contribution to the protection of the Organization’s space. Taking into consideration the experience and features, the Council of the SCO Regional Anti-Terrorist Structure could take the main role to sort out this issue”, Kassym-Jomart Tokayev proposed.

The Kazakh Head of State dwelled on the issues of climate change and protection if the environment, putting forward a proposal to establish a standing platform to collaborate in that area.

Concluding his speech, the Kazakh President outlined that peacekeeping is an integral part of the foreign policy of the country to enhance the international and regional security, and expressed gratitude to the SCO partners for supporting the Kazakh peacekeeping initiatives within the UN.

1. The information report following the meeting of the Council of the Heads of the SCO member States;

2. The Bishkek Declaration of the Heads of SCO member States;

3. The decision of the Council of the Heads of SCO member States on approval of a Work Plan to implement the 2018-23 anti-drug strategy of the SCO member States and the Action Program to realise the 2018-23 anti-drug strategy of the SCO member States;

4. The decision of the Council of the Heads of SCO member States on approval of the regulation of the Forum of the Region Heads of the SCO member States;

5. The decision of the Council of the Heads of SCO member States on approval of the framework for cooperation among the SCO member States in the sphere of digitalization and information and communications technologies;

6. The decision of the Council of the Heads of SCO member States on approval of the Program to develop interregional cooperation among the SCO member States;

7. The decision of the Council of the Heads of SCO member States on approval of the report of the SCO Secretary-General on the SCO’s activities over the last year;

8. The decision of the Council of the Heads of SCO member States on approval of the report of the Council of the SCO Regional Anti-Terrorist Structure on the activities of the SCO Regional Anti-Terrorist Structure in 2018;

9. The decision of the Council of the Heads of SCO member States on approval of the Action Plan to realise the framework for cooperation in the area of protection of the environment of the SCO member States;

10.The decision of the Council of the Heads of SCO member States on signing of the memorandum on mutual understanding among the SCO and the UN Office for the Coordination of Humanitarian Affairs (OCHA);
