Kazakhstan disjoins its Agency for Civil Service Affairs and Anti-Corruption
The Decree on restructuring reads:
“In accordance with subparagraph 5 of Article 44 of the Constitution of the Republic of Kazakhstan, Article 17-1 of the Constitutional Law of the Republic of Kazakhstan “On the President of the Republic of Kazakhstan” to further improve the civil service and anti-corruption system, I hereby decide:
To rename the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption into the Agency of the Republic of Kazakhstan for Civil Service Affairs.
To establish that the Agency of the Republic of Kazakhstan for Civil Service Affairs is an empowered State authority in the public service and enforcement of quality public services.
2. To restructure the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption’s National Anti-Corruption Bureau into the Anti-Corruption Agency of the Republic of Kazakhstan (Anti-Corruption Service) as a State authority subordinate and accountable to the President of Kazakhstan.
To establish that the Anti-Corruption Agency of the Republic of Kazakhstan is a law enforcement agency engaged in identifying, preventing and investigating corruption crimes.
3. To make the following amendments and additions to the Decree of the President of Kazakhstan of March 11, 2008, No.552 “On approving the regulations on the Administration of the President of the Republic of Kazakhstan” (Collected Acts of the President and the Government of the Republic of Kazakhstan, 2008, No.12-13, Article 116):
To the list of government agencies subordinate and accountable to the President of the Republic of Kazakhstan approved in the above Decree:
To write the line “Agency of the Republic of Kazakhstan for Civil Services Affairs and Anti-Corruption” in the following version:
The Agency of the Republic of Kazakhstan for Civil Services Affairs;
To add a line to the following:
The Anti-Corruption Agency of the Republic of Kazakhstan (The Anti-Corruption Service).
4. The Administration of the President of Kazakhstan and the Kazakh Security Council’s apparatus within a month should:
Jointly with the Chairpersons of the Agency of the Republic of Kazakhstan for Civil Service Affairs and the Anti-Corruption Agency of the Republic of Kazakhstan (Anti-Corruption Service) submit for consideration to the President of the Republic of Kazakhstan:
- draft provisions on the Agencies;
- purposes on redeploying staff of the Agency of the Republic of Kazakhstan or Civil Services Affairs and Anti-Corruption;
To take additional steps to implement this Decree.
5. The Decree takes effect on the day of signing”.
