Kazakh Industry and Infrastructure Development Ministry implements 32 PPP projects

An overall of 32 projects, including 10 republican and 22 regional ones, are carried out and developed on the PPP modality by the Ministry of Industry and Infrastructure Development, Minister Roman Sklyar told at the Government session.

According to the Minister, the “Construction and exploitation of the road “Big Almaty Ring Road (BAKAD)” project is under way, with its first driveway slated for opening in 2021 and the expected traffic flow of 38 000 cars a day. 

The “Nurly zholy” crossing point on the section of the “Almaty-Khorgos” road (Western Europe-Western China) was put into use on June 22, 2018. The Minister stated that the concessionaire’s contractual commitments are fulfilled in a full manner. Vehicle checks’ time fell by 4 times, and the daily freight traffic is 200 cars.  

The “Open toll system” project leading to the roll-out of charging on 11 thousand kilometers of roads of republican significance is also under realisation.

The project “Construction of the Shar-Ust-Kamenogorsk railway line” stretching 153 kilometers has already been completed. The concession period lasts until 2028 with subsequent handing over the line to Kazakh Temir Zholy National Company. To date, cargo movements through the Shar-Ust-Kamenogorsk line estimate over 9 million tons of goods a year.   

Between 2020 and 2022, there are plans to carry out construction works on the “Construction of a 73.2km railway line bypassing the Almaty station”.

Potential investors are sought to implement the airport project in the city of Turkestan. 

This March a start has been given to a paperless environment system in air freight of all the airports called e-Freight, which involved the Kazakh airlines. Elaborations are made to integrate with the finance and agriculture ministries’ information systems.

21 projects in the housing and communal services sector are at the implementation and development stage.

Projects in the energy conservation field are under way in Pavlodar, Atyrau, Almaty, Kyzylorda regions, as well as in the city of Almaty. Meanwhile, Almaty, Akmola regions and Eastern Kazakhstan carry out projects in the heating field.

1 project on water is under way in Mangistau region.

“Given the Prime Minister’s task, the Ministry works out a package of legislative, financial and other necessary measures to ensure the sector is an investment destination”, Roman Sklyar said.

The housing and communal services sector represents a huge potential for scaled-up PPP. The Government’s share makes up 90% of the water supply, heating and wastewater disposal systems.
