Kazakhstan improves its anti-corruption policy

On 3 May 2019, a working meeting of the Committee on Constitutional Legislation, Judicial System and Law Enforcement Bodies under the Senate of Parliament dealt with the issues to do with the implementation of the recommendations on the Istanbul Anti-Corruption Action Plan of the Organization for Economic Cooperation and Development (OECD) attended by the heads and representatives of the Agency for Civil Service Affairs and Anti-Corruption, the National Economy Ministry, international and public organizations, the Senate of Parliament informed.

In a bid to improve its anti-corruption legislation, since 2004 Kazakhstan has been participating in the OECD-initiated program – the Istanbul Anti-Corruption Plan, which continuously oversees the countries’ efforts to realize the recommendations in implementing the UN Anti-Corruption Convention, encourages the decisions to ensure better policies for a better life of the countries’ citizens. 

The meeting went over a transparent way when rendering public services, information accessibility, improved legislation to establish anti-corruption policies, as well as the country’s achievements, also relating to the rule of law.  

This March in Paris the OECD Secretariat reviewed and adopted Kazakhstan’s interim report to fulfil the recommendations given at the 4th monitoring round of the Istanbul Anti-Corruption Action Plan, followed by the statement that Kazakhstan undertook the considerable steps for furthering the effectiveness of its anti-corruption policy.

So, the estimates indicate as follow: considerable progress has been reached for 5 out of 29 recommendations, progress – for 15 recommendations. 

The meeting’s attendees welcomed the amendments made to the legislation on public procurements, legal regulation of procurements in the quasi-public sector, measures to combat corruption in the field of high education.

In his speech, the Chairman of the Agency for Civil Service Affairs and Anti-Corruption, Mr Bektenov, stated that the efforts to ensure consistency of the legislation with the international standards would continue. In particular, the criminalization of the offer and the promise of a bribery, illicit enrichment.

It was outlined that the measures adopted would improve the countries’ positions in international rankings.

The meeting featured the need to further and carefully improve the country’s anti-corruption policy in line with the OECD recommendations and the UN Convention against corruption.
