Tokayev instructed to prepare Semey development program until 2050
Kazakh Humanitarian and Legal Innovation University hosted a meeting of the Head of State with the public of the city of Semey, featuring the issues of the city’s social and economic development.
While speaking, Kassym-Jomart Tokayev said that the country had done considerable work to address the core provisions of the Rukhani Zhangyru program.
“Work has begun for a phased transition of the Kazakh script into Latin graphics aimed at increasing the state language’s status, and turn it into a language of science and technology. Over 600 social facilities were constructed under the Tugan Zher project. Such notable initiatives should be pursued in all the regions”, the Kazakh President said.
The Head of State spoke of the significance of history classes and the rich spiritual heritage of our ancestors. He underlined that studying the works of famed Abai should be the most important plank of the Rukhani Zhangyru program.
“Next year will mark the 175th anniversary of Abai Qunanbaiuly’s birth. The whole country should commemorate this day at the national level. Our main goal is to widely promote Abai’s worldview, introduce young persons to his spiritual heritage. I instruct the Government to carry out preparations for the anniversaries”, Kassym-Jomart Tokayev instructed.
The Kazakh President dwelled on the issues relating to the elimination of the outcome of the multi-year nuclear testing at the Semipalatinsk Polygon, affecting 500 thousand people.
“Thanks to Leader of the Nation Nursultan Abishevich Nazarbayev’s determination and strong will the Semipalatinsk Polygon was closed. The world community viewed the decision as extraordinary bravery. The first Kazakh President’s historical decree will always be remembered by the people”, the Head of State said.
Kassym-Jomart Tokayev called for bringing the support to the citizens to an appropriate level, to those affected by the tests at the Semipalatinsk Polygon. The speech marked a special study focused on evaluating the effectiveness of the measures previously imposed to protect and rehabilitate the people suffered from the nuclear tests at the Polygon. The President regarded it as important to increase the level of rehabilitation services provided to those affected.
“Semey and the adjusting settlements are the house for around 1300 children with special needs. The Rehabilitation Center unsuitable for such purposes takes only 35 children at once. This is today’s reality. This situation does not withstand criticism. I task the region’s Governor to take the situation under his control without delay and adopt necessary measures”, the Head of State stated.
The construction of an atomic power station, which evoked broad discussion in the society, was also raised.
“This is an in-depth question. Kazakhstan could face electricity deficit by 2030. Therefore, this issue should be tackled now. However, the decision to construct the atomic power station will be made taking into consideration public opinion. There are many technologies ensuring the station is safe. It can also create new workplaces and contribute to the country’s electricity independence”, Kassym-Jomart Tokayev continued.
The Kazakh President outlined the necessity to cope the tasks of Semey’s development.
“Every street and every building are a piece of history. The preservation of the design of old city constructions is of great prominence. Speaking of famed Abai, we better off not to forget his father Qunanbay’s role. The regional Governor’s Office needs to consider measures to perpetuate Qunanbay’s name”, the Head of State said.
Kassym-Jomart Tokayev noted that the five-year programme for Semey’s social and economic development was completed in 2017, taking into account that the increased life standards of the citizens remain one of the main objectives.
“The annual budget of the city with a population of 350 thousand people equals a mere 56.6 billion tenge. I instruct the region’s administration to work out Semey’s special development program until 2025. This will give an impetus in the medium term”, the Kazakh President said.
The Head of State also underlined the importance to support small- and medium-sized business, stressing that this could help create new workplaces and increase peoples’ salaries.
Kassym-Jomart Tokayev included the situation on the city’s bridge and roads among the urgent problems.
“Two out of three bridges need repair works. Over 20% of the roads are in poor condition. These infrastructure problems require urgent action”, the Head of State noted.
Concluding his speech, the Kazakh President noted that owing to the peace and stability in the society we’ve formed solid statehood, strong economy, and become the world’s recognized country.
