Strategy-2025: comprehensive problem solution of Modernization 3.0

The Strategic Plan for the Development of Kazakhstan until 2025, approved by the Head of State, is a comprehensive guide in solving the problems of the Third Modernization. This was told by expert of IMEP at the First President Foundation Aizhan Mukhyshbayeva.

"Firstly, the new strategic document is more inclusive. It pays much attention to the growth of the quality of living standards. According to the plan, GDP per capita will grow from 7.7 thousand dollars to 18.5 thousand dollars by 2025. At the same time, it is planned to reduce the existing disproportion in the economic development between the regions of the country up to 2.7 times", the expert said.

She noted 100% coverage of townspeople by centralized water supply will be provided by 2025. In rural settlements it is planned to increase this figure to 80%.

There is also an aim to achieve the reduction in infant mortality to 7.2 per 1,000 live births, and a maternal mortality rate of up to 10 per 100,000 live births. The average life expectancy will be increased to 75 years.

"Secondly, the new plan included such important indicators as the index of the complexity of the economy, the index of the competitive environment of the OECD. The index of the complexity of the economy reflects the degree of diversity and complexity produced by the country of manufactured goods. Raising the position of Kazakhstan in the international rating of the complexity of the economy will be an indicator of the diversification of the Kazakhstan economy", Aizhan Mukhyshbayeva said.

According to the expert, the index of the competitive environment of the OECD will be used to monitor Kazakhstan's progress towards the formation of the competitive environment and reduce the state's share in the economy. In this regard, the developed private sector should become an important factor in the development of the economy.

"Thirdly, the main focus is on medium-sized businesses. By 2025 it is planned to increase its share in GDP by almost 3 times from 4.8% to 15%. In developed countries, it is the average business that has become a system-forming factor in the economy", she added.

At the same time, the tasks set are very large, which requires the coordinated action of all stakeholders - the state, business and society.
