Kazakhstanis began to use electronic services more often (REVIEW)

State bodies of Kazakhstan started an active implementation of the instructions of the Head of State, which are outlined in the Address to the people. One of the improtant directions should be considered. That is "Effective state governance". It is about the development of state and electronic services. Let's understand it well and identify the steps that will be taken in the country to implement this task.

​To begin with, the President in one direction specified the work on the reducion of costs during state administration, on the forced adoption of the law aimed at further deregulation of business. In addition, another important item is digitalization, the task that the Head of State set before the country in the end of the past year.

"It is necessary to ensure digitalization of the processes of obtaining state support by the business with its provision on the principle of "one window". Integration of information systems of state bodies will allow to move from rendering separate state services to complex ones according to the principle of  "one statement", the Address says.

At the same time, the National Leader underlines that by introducing new technologies, the State and companies should provide reliable protection of their information systems and equipment.

"Today, the concept "cybersecurity" includes the protection not only the information, but also the access to manage production and infrastructure facilities. These and other measures should be reflected in the Strategy of national security of Kazakhstan", the Address says.

On this issue, the Ministry of Information and Communication cites the figures: over 1 million network attacks are reflected in 2017, JSC "NIT" manages 15 data-centers in Kazakhstan, accompanied by specialists within all day. For example, JSC "National Information Technologies" continues work on the integration of information systems. In this direction the company "NIT" works on the integration of information systems (IS) on a permanent basis.

"To date, 157 information systems of state bodies have been integrated. 32 second-tier banks, including "Kazpost", have been connected to the payment gateway of the e-government, in terms of providing state bodies, courts with state information by banks about the payments made and (or) transferring money related to payments to the budget", said deputy chairman of the Board of JSC "NIT" Botagoz Kassabek at a briefing in the press-center of the Government.

Thus, acoording to primeminister.kz, owing to the intergration of IS, the trasition to provide comprehensive services according to the principle of "one window" is being implemented, when on the base of the use of several integrated ISs, the user has an access to the services by one request, whithout attending several Ministries.

According to official data, for today the e-government portal provides an opportunity to receive 237 services, the eLicense.kz electronic licensing portal has 440 automated services. Among them, 44 online services are available through the business line in the areas of business registration and development, licensing, taxes, banking, subsidies, etc.

If we look at the figures of past years, then through egov.kz since 2012, more than 177 824 companies have already been opened. In 2017, more than 48,367 legal entities were registered. The reason for this was that at present, owing to optimization, the registration process of online business is simplified.

Also, on the portal egov.kz a new composite service "Registration of a legal entity, taking into account the opening of a bank account and compulsory insurance of an employee against accidents in the performance of his labor (official) duties" was launched.

As for the new tasks, from the beginning of 2018, a service for obtaining electronic certificates by third parties, such as address information from the place of residence, certificates on the absence (availability) of immovable property, of registered rights to immovable property is available.

The Ministry of Information and Communications is responsible for fulfilling the tasks of promoting electronic services in Kazakhstan. The government for citizens is always available online, which greatly facilitates the lives of the inhabitants of remote villages (there are currently functioning - 70 mobile groups, in 2017 they provided more than 546 thousand services) or, for example, pensioners. Thus, at the moment more than 450 public services are available to the population through the e-government infrastructure. Persons with disabilities who can not independently contact the PSC are visited within the framework of the Regulations for Cooperation with the Single Contact Center of JSC "National Information Technologies" on the provision of public services with a visit to the place of residence to persons who can not independently obtain public services. In January-December 2017, about 48 thousand services were provided by the employees of the State Corporation with a visit to their home (more than 35 thousand visits).

If we take representatives of business as an example, for them at the moment the costs of state administration are reduced. It should be noted that the Ministry is already working on the maximum optimization of the processes of rendering public services, including by transferring them to the electronic format. Thus, to date, proactive provision of public services related to the birth of a child has already been implemented, 30 electronic services are available for reception on the e-government portal without EDS.

"Last year, the project "Services without certificates" was launched, aimed at excluding the demand for electronic certificates by state bodies, as well as the service of obtaining such certificates by third parties with the permission of the citizen", Vice-Minister of Information and Communications Kairat Balykbayev summarized during a briefing in the Government.

The Ministry was instructed to consider the way electronic security services should provide information security and guaranteed accessibility. In particular, it is necessary to prevent unauthorized access to the information system and databases.

By the way, in the Republic, receivers of services can obtain state services according to the principle of "one window" in 349 front-offices, which provided more than 38 million services in 2017. 

The projects launched in the regions to increase the quality of service should be mentioned, they are:

- the provision of public services (with the exception of public services through documenting and registering the population) in Astana, in Shymkent;

- the receipt of documents and issue of the results of the provision of public services in post offices of the branch of JSC "Kazpost" in East Kazakhstan region;

- the delivery of ready-made documents at the place of demand for a house or office through JSC "Kazpost";

- the provision of certain state services for the registration of civil status documents through the State Corporation;

- the transfer of functions of territorial bodies of justice for state registration of rights to real estate to the State Corporation;

- the receipt of public services through a phone call to the Single Contact Center 1414.

It is not the first year in Kazakhstan that there is talk about the fact that electronic public services should be provided with information security and guaranteed accessibility. In particular, it is necessary to prevent unauthorized access to information systems and databases.

Again, we look at the figures to make the picture complete. During the year 2017, more than 34 million electronic services were rendered, over 24,400 electronic licenses and 597,100 permits were provided through the IS SDB "E-licensing". Among them, 44 online services are available through the business line in the areas of business registration and development, licensing, taxes, banking, subsidies, etc.
