Kazakhstan is among countries with high level of human potential development – expert view

Head of the social and economic research department of the Kazakhstan Institute for Strategic Studies under the President of Kazakhstan Lyazat Nurkatova told how basic indicators of the human development index in Kazakhstan have improved in recent years during a press conference in the CCS.

According to the UNDP Human Development Report in 2016, Kazakhstan has moved to a group of countries with a high level of human potential development – the 56th out of 188 countries. While in 2007 our country was among the countries with an average level of human potential development.

"It should be noted that Kazakhstani education becomes more competitive on the world market every year and strengthens its positions in the international ratings. In the ranking of the Global Competitiveness-2017 compared to 2010 Kazakhstan significantly improved its positions on such survey indicators as "Accessibility of scientists and engineers", "Accessibility of research educational services" and "Access of schools to the Internet", Lyazat Nurkatova noted.

The head of the Department of Social and Economic Studies of the KISS spoke about the preservation and improvement of public health, which is also an important factor in the qualitative improvement of the human capital.

"Over the years of independence, the life expectancy of Kazakhstanis has increased by 4.4 years and amounted to 72 years by the end of 2017, compared to 67.6 in 1991. In addition, fertility and mortality rates have improved significantly. So, in the rating of the Global Competitiveness Index (GCI) conducted by the World Economic Forum on the "Health" parameter, Kazakhstan from the 104th position in 2003-2004 rose to the 86th in 2017-2018", she added.

It should be noted that in the ranking of countries in the world on the effectiveness of health systems, compiled by the American Agency for Financial and Economic Information Bloomberg, Kazakhstan for two consecutive years, takes the 45th position.

"Demographic imbalances are observed in the conditions of the population growth and urbanization of the population in the regions of Kazakhstan. In the south and west of the country there is a surplus of labor resources, and in the northern and eastern regions there is a shortage. In total, the number of people born in January-September 2017 was 293,262, in January-September 2016 - 312,559 people", L. Nurkatova explained.

According to speaker's forecasts, by 2050, with the current trend, the population of the northern regions will be reduced by 0.9 million people. The population of the southern regions will grow by 5.2 million people. According to the forecasted data, the settlement density in the southern regions will be almost 4 times higher than the northern one.

"To enter the top 30 most developed countries, Kazakhstan needs to achieve a high level of human capital development. The social state policy is an indispensable factor in the development of human capital. It will be aimed at creating conditions for full participation in the economic life", the expert concluded.
