220K new jobs to be created in Kazakhstan in 2018
According to the Minister, in the framework of the Program of productive employment in 2017, 527,000 people were covered by employment measures, of which 136,000 are unproductive self-employed citizens whose statuses were established during a household round-trip. In the past year, as part of the ongoing work to clarify the status of citizens and the formalization of self-employed, 5.7 million people were identified. As a result of the joint work with the central state bodies, the status of about 3 million people was defined and formalized in less than a year and the statuses of 2.7 million people have not yet been updated.
"Out of 2.7 million citizens without the status 1.14 million - it is informally employed, for the formalization of which legislative changes are necessary. 1.55 million are unproductively self-employed and unemployed, who are to be involved in the productive employment", Tamara Duyssenova noted.
According to her, the results of the work show that the main task is to cover not 2.7 million people with active employment measures but 1.5 million people. To this end, a set of measures has been developed, including the digitization of the sphere of employment and the provision of social guarantees, taking into account the stimulation of the labor activity. These measures will be taken along with the measures of the Program of productive employment.
"In order to support the productive employment, regions have approved roadmaps for the formalization of self-employed and comprehensive employment promotion plans. In 2018, about 743,000 jobs have been identified with the employment potential, of which 220,000 are new jobs", the Minister said.
At the same time, the Minister stated that the indicator of coverage in the amount of 571 thousand citizens from the number identified during the patriotic detour was established. Their social portrait is as follows: 52% are unemployed, 48% are self-employed, in the gender aspect, 48% are women, low-income 22%, youth 30%.
"At the same time, the monitoring of employment in the context of any settlement where projects are implemented will be carried out on the basis of the electronic employment card created by us, in real time", the Minister summed up.
