Ministry of Justice to introduce piece-rate payment of salary in judicial expertise
"The introduction of a piece-rate form of payment will solve a number of personnel problems. Today, judicial expertise is faced with low skills. Experts - full-time employees receive their salaries without considering the amount of work and its result. In such conditions, employees lose motivation for professional growth. A new form of payment of salary will allow us to squeeze out weak personnel and leave only productive employees", the Minister said.
According to the Head of the Ministry, the transition to the format of a non-permanent personnel becomes the main trend in the development of business processes. According to Marat Beketayev, in the future, the piece-rate payment will also allow developing private judicial expertise.
"Thus, in our opinion, the staff deficit will be resolved. Participants in the judicial process will be able to receive expert opinions from various sources. In turn, the state expertise is concentrated on capital-intensive and repeated expertises", explained the Head of the Ministry of Justice.
It should be noted that since 2017, the judicial expertise system of Kazakhstan is coordinated by the single state enterprise "Center for Judicial Expertise".
In general, the Ministry continues to reform regarding to the Address of the Haed of State and the National Plan "100 specific steps".
The purpose of these reforms is to create a structure that will be stable in market conditions, as well as the preservation of independence and competence.
