MH RK discussed provision of Kazakhstanis with free medications

This issue is under special control of the Ministry of Healthcare of the Republic of Kazakhstan.

Today Minister of Healthcare Yelzhan Birtanov has held a conference with the participation of the Heads of the health departments, the Pharmacy Committee and the "SK-Pharmacy".

Currently, the Single Distributor simultaneously conducts a number of procurement procedures. Procurement of medicines and medical products for inpatient and outpatient drug provision is being carried out directly, the Ministry informed.

In addition, for the first time, centralized purchase of services for storage and transportation of medicines, services for the registration and sale of medicines for 8 regions, and pharmaceutical services for medicines containing narcotic drugs, psychotropic substances and precursors were organized.

According to managing director and member of the Board of "SK-Pharmacy" LLP Gulnara Omarova, as of January 5, 74% of medicines for outpatient drug provision were purchased.

Medicines are purchased under long-term contracts with domestic producers, with foreign manufacturers and international organizations. The remaining medicines and medical products are purchased through a two-stage tender. On January 4, the procedure of opening of tenders was held. There were applications from 33 potential suppliers of 389 names of medicines and medical devices. The results of the two-stage tender will be announced on February 2, 2018.

She reported on the purchase of services for the recording and sale of free medicines. According to her, in the regions for which the service is purchased, medicines for dispensary patients will be given through pharmacy networks of the company that won the contest. The results of the tender will be known on January 25.

"And in regions where the service will not be purchased - in the cities of Astana and Almaty, as well as in North Kazakhstan region, East Kazakhstan region, Pavlodar, Karaganda, Almaty and Atyrau regions health departments decided to issue free medicines through pharmacies at polyclinics. The money saved by refusing to purchase the service will be directed to additional purchase of medicines", the Head of the Single Distributor told.

Also, a tender is currently underway to procure the transportation and storage of medicines. Companies that will provide logistics services will be identified on January 26, and will begin providing services from the second to fourth quarters of 2018. Meanwhile, for 12 regions this service for the first quarter has already been purchased. And where the winner of the procurement has not yet been determined, until the results of the procurement are summarized, the shipment of medicines and medical devices will be carried out through existing logisticians.

Much attention is paid to the supply of medicines containing narcotic medicines, psychotropic substances and precursors. Currently, the Single Distributor is purchasing this pharmaceuticals, the results of which will be announced on February 16.

Chairman of the Pharmacy Committee Lyudmila Burabekova also devoted her speech to narcotic medicines. She told about the order of forming quotas for narcotic medicines. According to her, medical organizations annually form a need for medicines containing narcotic medicines, psychotropic substances and their precursors for the next calendar year, after which the volume of demand is approved by the Ministry of Internal Affairs of the Republic of Kazakhstan.

"And the Ministry of Foreign Affairs of Kazakhstan, in turn, sends to the headquarters of the International Narcotics Control Committee of the United Nations for approval of international quotas the requirements of the Republic of Kazakhstan in narcotic medicines and psychotropic substances for the next year. According to the information of the Ministry of Internal Affairs of the Republic of Kazakhstan, today international quotas have been approved", Lyudmila Byurabekova said.

In addition, the meeting discussed the purchase of the necessary amount of vaccines. It was noted that the vaccination of children will be carried out in accordance with the current national vaccination calendar.

The information voiced during the meeting shows that the procedures for purchasing free medicines, as well as the purchase of related services, are in full swing. The presented data show that all possible measures were taken to ensure the security of providing the citizens of Kazakhstan with medicines in 2018. Procurements are on personal control of Minister of Healthcare of the Republic of Kazakhstan Yelzhan Birtanov.
