Almost 50k old cars handed over by Kazakhstanis for recycling
The Ministry of Energy of the Republic of Kazakhstan, together with "Operator ROP" LLP summed up the implementation of the Programs for stimulating the surrender of old vehicles. Within the framework of the Program for redemption of old cars (providing for cash compensation in the amount of 150 thousand tenge for a complete vehicle and 48 thousand tenge for an uncomplete vehicle) for the period from November 21, 2016 to December 30, 2017, the collection points of "Operator ROP" accepted at 39,872 decommissioned vehicles. The total amount of paid monetary compensation to the population was - 5.98 billion tenge, the pressp-service of "Operator ROP" informed.
The second stage of the implementation of the tasks to collect old cars was the utilization program of discommissioned vehicles by discount certificates for the purchase of new vehicles, it was launched on June 26, 2017. Under the terms of this program, old vehicles, as well as passenger and freight transport, are being recycled. Instead, the car owner receives a discounted certificate for the purchase of a new environmentally friendly vehicle manufactured in Kazakhstan.
For the period from June 26, 2017 to December 30, 2017, within the framework of the Program for the Recycling of decommissioned vehicles under discount certificates for the purchase of new vehicles, "Operator ROP" issued 7,239 discount certificates. Of these, 5,213 certificates have already been used by owners to purchase 2,851 domestic vehicles, 2,362 new vehicles were purchased by adding two discount certificates (315,000 tenge + 315,000 tenge = 630,000 tenge, 315,000 + 450,000 = 765,000 tenge).
Leadership for hading over decommissioned vehicles by discount certificates was established in Shymkent, 1,116 vehicles were handed over there under the certificate program, Kostanay is the next, 971 vehicles were handed over there under the certificate program and the third one is Almaty, where 867 vehicles were handed over to exchange them for discount certificates.
The most popular car models to be used for recycling are "VAZ-2105", "VAZ-2106", "VAZ-2101", "GAZ-3110", "Moskvich-2140" and "Mazda-626". The most old vehicle was "Moskvich" of 1942 in Semey, 3 cars of 2015 end the group. The average age of vehicles used for recycling in the range of 25-30 years.
Also in 2017, "Operator ROP" jointly with the Governor's Offices of some regions launched the second phase of the project "Mobile collection point". The mobile unit for the reception of old vehicles visited Karaganda, Pavlodar, Kostanay, Akmola and Almaty regions. The vehicles used for further utilization are delivered to the first plant in Kazakhstan for the recycling of old vehicles. Construction of the first plant in Kazakhstan for the utilization of decommissioned vehicles began in February 2017. Recycling was carried out in 2 stages. In the first stage the operation of the shredder for the processing of decommissioned vehicles was started, and on December 6, 2017, induction furnaces for melting crushed metal to produce various metals were launched, as well as the synthesis of gas and a furnace fuel analogue. The production process of the plant includes a full cycle of utilization of decommissioned vehicles, from acceptance/delivery of vehicles to the plant until receipt of secondary raw materials from utilization of vehicles in the form of ferrous and non-ferrous alloys, synthesis of gas and analogue of "heating oil".
According to the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan, as of November 1, 2017, the number of registered cars in the country amounted to 3,915.9 thousand units. In the total number of registered passenger cars, transport prevails with the year of production exceeding 20 years (35.9%)
