"Smart city" project to be implemented in 5 cities of Kazakhstan
"The key direction of "Digital Kazakhstan" is the development of Smart city in five largest cities of the country - Smart Astana, Smart Karaganda, Smart Ontystuk, Smart Aktobe. Governor’s Offices of the regions are the main executors of these projects. The main priorities for the development of a smart city are improving the quality of life of the inhabitants of the region, increasing the share of public services, joining the regions of Kazakhstan in the international ratings of Smart city, developing the architecture of Governor’s Offices", D. Abayev said.
The Minister also talked about the measures to achieve the Smart City implementation rate. According to Dauren Abayev, currently the concept of Smart city has been developed and approved.
"We worked closely with Governor’s Offices. The criteria for evaluating the implementation of project initiatives have been determined, and pilot regions have been identified. The Roadmap projects for 2018 have been developed. It is planned to launch laboratories in the near future, create a working group, approve roadmaps, create a competence center, develop the IT architecture of local executive bodies", the Minister of Information and Communication of Kazakhstan said.
Currently, many organizations, independent experts are actively engaged in assessing the maturity of the implemented Smart City models and make ratings of smart cities.
According to the Minister, participation in these ratings will not only increase the popularity and prestige of the city on the international scene but also develop and implement one of the best technologies in the world to effectively solve various problems of urban development. In this regard, a system has been developed for assessing KPI's key performance indicators to assess region's preparedness and its decision to participate in the world ratings of smart cities.
"According to the research of the Swedish IT company Easypark, Copenhagen (Denmark) is recognized as the most technologically advanced city in the world. The Danish capital is followed by Singapore and Stockholm. All cities in the above rating, developing the concept of development, determined one or two priority areas. For example, for Toronto - this is security, for Barcelona - transportation, for New York - waste disposal, for Paris - landscaping, for Moscow - housing", Dauren Abayev explained.
Also, according to the Minister, within the framework of the state program, a model concept of "smart cities" was developed to increase efficiency from the implementation of the initiative and optimize expenditures. It presents a list of projects using such advanced technologies as the Internet of things, artificial intelligence and others.
"Also, the document defines the fundamental principles, approaches, goals, priorities and tasks for the implementation of Smart City technologies. The concept of "smart cities" defines the following key areas: education, healthcare, social sphere, housing and communal services, transport, security, business, construction, ecology, city management", the Minister summed up.
