Kazakhstan to conduct phased enlargement of energy transmission organizations
In quantitative terms, the reduction will be from 160 to 110. Of these, 27 utilities will cease their activities by 2019. Approximately 23 private power transmission organizations will also cease to operate by 2023.
The Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Electricity" is directly aimed at reducing the number of energy transmission organizations. In its context, it is envisaged not only the enlargement of distribution grid companies, but also the practical implementation of steps aimed at transferring ownerless electrical grids to the balance of energy transmission organizations.
"The introduction of requirements for the activities of energy transmission organizations at the level of the Law will be carried out with a phased introduction of them. Among them, one can note the availability of the dispatch technological management - no later than January 1, 2018. Until 2022, such organizations need to have automated commercial accounting systems, telecommunications systems that ensure their unification with systems installed by the system operator and the regional electric grid company", the speaker said.
It should be noted that energy transmission organizations are informed of the need to take measures to ensure timely compliance with the requirements for electricity transmission activities in accordance with the legislation in the field of electric power. The Law itself was signed by the Head of State on July 11, 2017 and entered into force on July 24, 2017.
