A.Darbayev explained draft law "On Natural Monopolies"

The Committee for Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy of Kazakhstan developed the draft Law "On Natural Monopolies". It provides for the phased introduction of new regulatory methods that stimulate tariff formation. It was stated by Deputy Chairman of the above-mentioned Committee Asan Darbayev during a press-conference in the Central Communications Service.

According to the speaker, the draft law, first of all, lays the legal basis for the application of new methods of regulation. The incentive method provides for the approval of tariffs for services of natural monopoly entities, depending on the effectiveness of their activities and compliance with service quality standards.

"The main essence of this method is to create an incentive for enterprises to save their costs and improve their efficiency", said A. Darbayev.

When applying the indexing method, tariffs for services of natural monopoly entities are established by annual indexation of tariffs.

"Currently, the indexing method is applied to entities of natural monopolies of low power", the speaker emphasized.

According to Asan Darbayev, the Council on Tariff Policy will be introduced. It is a consultative advisory body for discussion and elaboration of the main directions of state policy in the sphere of natural monopolies, which will include non-governmental organizations, associations of subjects and consumers.

"It is envisaged to create Public associations of consumers of services of entities of natural monopolies endowed with important functions to participate in the implementation of the tariff estimates, investment programs, representation of consumers in relations with state bodies, courts, and to increase the legal literacy of the consumers themselves", the Deputy Chairman of the Committee for Regulation of Natural Monopolies and Protection of Competition of the Ministry of National Economy Kazakhstan concluded.
