About 300 objects of state property privatized in Kazakhstan
According to the Minister, from the sold objects: 23 objects of the republican property with the sale price - 8.3 billion tenge, 162 objects of the communal property the sale price of which was 33.1 billion tenge and 106 objects of the quasi-sector with the selling price of 71.3 billion tenge. In addition, 211 facilities are in the process of reorganization and liquidation.
Thus, as of the current date the implementation of the Comprehensive Privatization Plan, taking into account the reorganized and liquidated facilities, is 74.3%.
"Totally 473 objects are planned for 2017, of which 251 objects have already been put up for sale, including 112 objects worth 55.6 billion tenge. 115 facilities are at the stage of reorganization and liquidation. Thus, until the end of the year, 107 objects remain to be realized. The results of the analysis with regard to the effectiveness of the sale of the objects show that with an overall book value of 96 billion tenge, the amount of sale of 291 facilities amounted to 112.7 billion tenge", B. Sultanov informed.
The Minister also said that in regard to the implementation of top-end facilities for 2017, 24 objects were planned for sale, including 20 objects of national holdings and four objects of the republican ownership. Of these, 6 are currently sold and 11 are at auction - these are eight facilities of "Samruk-Kazyna" NWF and three assets of "Baiterek" Holding.
It also became known that at present, state agencies assign the status for each organization to the state property registry "to keep them in state ownership permanently/temporarily", "liquidate", "reorganize", "privatize". In the future, the list of organizations retained in state property will be reviewed as PPPs develop and the competitive environment develops.
"The measures taken have made it possible to speed up the process of privatization of the quasi-public sector objects legislatively, and also helped to streamline the organizations that are kept in the state property, which will allow developing standard contracts within the framework of PPP", R.
