Billionth projects being implemented in Kazakhstan

In Kazakhstan, the projects are implemented every year, which the Head of State speaks of in the Addresses to the people of Kazakhstan. The Ministry of Investment and Development of the Republic of Kazakhstan told about such projects in Kazakhstan and about the work carried out in response to an information request by IA "Strategy2050.kz".

As the Ministry of Investment and development of Kazakhstan informed, at the moment, work is underway to create infrastructure in the existing special economic zones of Kazakhstan and their filling with industrial projects.

Thus, one of the projects is "Astana - a new city", which dates back to 2002 and is implemented until 2027. The territory of the free economic zone "Astana - a new city" includes the Industrial Park No.1, the Industrial Park No.2 and city's light rail line.

Infrastructure of the Industrial Park No.1 has been completed by 71%. According to the information provided by the Mayor’s Office of Astana, the total cost of building the infrastructure of the Industrial Park No.1 is 28.5 billion tenge. The required amount of financing for the completion of construction is 8.2 billion tenge. At present, 64 projects for the amount of 101.1 billion tenge are realized on the territory of Industrial Park No.1, 38 of them are put into operation, 26 - at the implementation stage.

As for the Industrial Park No.2, work is under way to bring the feasibility study of the project “The construction of infrastructure for the Industrial Park No.2” in accordance with the new concept for the development of the Industrial Park No. 2.

For the entire period of functioning of the SEZ "Astana - a new city", the volume of investments made was 132 billion tenge. The total volume of tax revenues amounted to 46 billion tenge. Totally, the products for the amount of 663 billion tenge were produced. More than 3 thousand jobs were created. In addition, when it comes to full design capacity, it is planned to create more than 1400 jobs.

The next project is the “Burabay” SEZ (2008-2017). It is noteworthy that the construction of the infrastructure of the SEZ "Burabay" has been completely finished. On the territory of the SEZ “Burabay”, a project with foreign participation of “Borovoe Tourism City” LLP, worth 14.1 billion tenge is being implemented. 222 permanent jobs have been created. In 2016-2024 it is planned to implement the projects of LLP "Scientific Wellness Complex" and LLP "Borovoe Country Club" in the amount of 22.06 billion tenge and creation of 250 permanent jobs.

In the Ministry of Investment and Development, it was noted that for the entire period of functioning of the SEZ “Burabay”, the volume of attracted investments amounted to 15 billion tenge. The volume of tax revenues up to the third quarter of 2016 inclusive comprised 0.9 billion tenge. The volume of production of goods and services amounted to 30 billion tenge.

Next is the SEZ "Aktau Seaport" (2003-2028). The infrastructure of the SEZ "Aktau Seaport" consists of 6 sub-zones. Infrastructure of the subzones № 1 and № 3 in completed by 100%. Formation of infrastructure in the sub-zones №5 and 6 is planned in the process of filling the above-mentioned sub-zones with projects.

At the same time, the need for financing from the Republican budget for 2017-2019 is 11.3 billion tenge, for 2017 the Republican Budget Commission approved 0.8 billion tenge for allocation. At the moment, we can say that 13 projects have been put into operation in the territory of the SEZ "Aktau Seaport". For the period from 2017 to 2021, 16 projects are planned to be realized, with a total cost of 399 billion tenge.

For the entire functioning period of the SEZ "Aktau Seaport", the volume of investments made was 79.8 billion tenge. The volume of tax revenues amounted to 20 billion tenge. At the same time, the volume of production made up 235 billion tenge. 928 workplaces were created, and by 2020 it is planned to create 4857 more jobs.

The construction of the SEZ "National Industrial Petrochemical Technopark" began in 2007 and is planned to be completed by 2032. Now the readiness of the infrastructure of the SEZ "NIPT" is about 23% of the total cost. So, from the infrastructure facilities the following facilities are already built they are the Zavodskaya railway station, access railway, extension of the Karabatan railway station, overpass with a bypass road, access road and power line. Completion of construction of infrastructure facilities is planned in 2022.

On October 5, 2016, a positive conclusion was received by RSE "Gosexpertiza" (No. 01-0455/16) on the revised feasibility study, according to which the construction of infrastructure facilities, depending on the implementation of polypropylene, polyethylene and butadiene projects, is divided into two stages. According to the feasibility study, the cost of all infrastructure facilities is: the 1st stage  - 236.8 billion tenge, with the period of implementation of 2014-2019; the 2nd stage – 108.4 billion tenge, with the implementation period of 2019-2022.

From the National Fund to the JSC "NWF "Samruk-Kazyna” in 2014-2016, 103 billion tenge was allocated, including: 24.5 billion tenge in 2014, 68.5 billion tenge in 2015 and 10 billion tenge in 2016, which are planned to be spent on the construction of a 310 MW gas turbine power plant. The term of the GTPS project is 2014-2018. The total cost of the GTPS project (after targeting the national currency) is 108 billion tenge (previously 74.7 billion tenge). According to the GTPS project, 40.8 billion tenge was developed for long-term equipment.

On the territory of the SEZ "NINT", 1 project for the production of polymer products in Atyrau region was commissioned (BOPP film - 14,738 thousand tons/year, polypropylene bags - 48 million pieces/year, polyethylene film - 4 125 thousand tons/year) - LLP "Polymer Production". Since the launch (October 2015) of production, products worth about 1 billion tenge have been sold. 3 projects are under implementation.

On the SEZ "NINT" the number of created jobs is 475 people. The total amount of investments in the SEZ "NINT" amounted to 164 billion tenge. The volume of production made 1.5 billion tenge. The volume of tax deductions amounted to about 1.87 billion tenge.

Another project is the SEZ "Ontustyk" (2005-2030). Construction of infrastructure of the SEZ "Ontustyk" is completed. According to the information of the Governor’s Office of South Kazakhstan region, 10 projects were put into operation in the territory of the SEZ "Ontustyk", with a total cost of 27.8 billion tenge. It is planned to implement 12 projects worth 150.7 billion tenge.

For the entire functioning period of the SEZ "Ontustyk", the volume of investments was 31 billion tenge. The volume of tax revenues amounted to about 3 billion tenge. The volume of production made 17.1 billion tenge (excluding VAT). 2145 workplaces have been created, it is planned to create 5,800 jobs until 2018.

The SEZ “Pavlodar” (2011-2036). Currently, the infrastructure of the SEZ “Pavlodar” is about 15% ready. Based on the results of the feasibility study of the project "Construction of the infrastructure of the SEZ Pavlodar" the cost of construction of the SEZ “Pavlodar” is optimized from 29.2 billion tenge to 21 billion tenge.

26 participants are registered on the territory of the SEZ “Pavlodar”. Currently, 5 projects have been put into operation, 5 projects are at the stage of implementation. The total amount of investments was 44 billion tenge, the volume of tax deductions amounted to 1.1 billion tenge. The volume of production made 21 billion tenge. Created 1000 permanent jobs. Filling of the SEZ “Pavlodar” with industrial projects will be implemented once the infrastructure construction is completed.

The SEZ “Park of Innovative Technologies” (2003 -2028). The infrastructure of the first stage of the SEZ “Park of Innovative Technologies” (hereinafter - SEZ "PIT") is 100% complete.

Currently, the construction of the second stage is underway. The total cost of construction of the infrastructure of the second stage is 14.2 billion tenge. From the republican budget to 2015 inclusive, 9.1 billion tenge was allocated for the construction of the second stage. The additional requirement is 5.1 billion tenge. To date, the number of participants in the SEZ "PIT" is 158 companies, including companies operating on the principle of "extraterritoriality."

According to the information of Mayor’s Office of Almaty, 79 projects have been commissioned in the SEZ "PIT". At the implementation stage - 18 projects. For the entire functioning period of the SEZ "PIT", the volume of investments made by participants was 22 billion tenge. The total volume of tax revenues amounted to 15 billion tenge. The volume of production made 95 billion tenge. Since the creation of the SEZ "PIT", the number of jobs created has amounted to 3,421 units, including more than 900 units based on the "extraterritoriality" principle. By 2020 it is planned to create more than 1000 jobs.

The SEZ "Saryarka" (2011-2036). Two stages of construction of the infrastructure of the special economic zone "Saryarka" have been completed. Currently, 3 stages are being built (railway track from the Karaganda-Sortirovochnaya Station to the Industrial Station and 2 overpasses), which is planned to be completed in 2017.

On the territory of the special economic zone "Saryarka", 4 projects have been put into operation - "Byomer Armatura" LLP, "Isoplus Central Asia" LLP, "Tau-Ken Temir" LLP and "Hyunwoo Central Asia" LLP, totaling 10.8 billion tenge. 4 projects are at the implementation stage.

For the entire functioning period of the SEZ "Saryarka", the volume of investments made amounted to 19.2 billion tenge. The volume of tax deductions amounted to 1 billion tenge. The volume of production made 23 billion tenge. 574 workplaces have been created, until 2018 it is planned to create about 1497 jobs.

The SEZ "Khorgos - Eastern Gate" (2011-2035). According to the information of the National Welfare Fund "Samruk-Kazyna", the infrastructure of the SEZ "Khorgos - Eastern Gate" is 100% completed. In March 2016, the Act of acceptance of the facility was commissioned for the project "Integrated works on the construction of the Dry Port and infrastructure facilities of the SEZ "Khorgos - Eastern Gate".

The key element of the transport zone of the SEZ "Khorgos - Eastern Gate" is the Dry Port, which includes facilities and devices for reloading wagons between a narrow and wide gauge track, the reception of road transport and terminal warehousing. The operator of the Dry Port is the subsidiary company of JSC “KTZ Express” – “KTZE-Khorgos Gateway” LLP together with the largest port operator “DP World”. Since July 2015 the Dry Port has been in commercial operation mode. From January to October 2016, an overload of 49,506 twenty-pound equivalents (hereinafter referred to as "TPE") was realized, the income was 366,850 thousand tenge. The planned volume of cargo handling by 2020 is 540 thousand TPE.

For today in the SEZ "Khorgos - Eastern gate" 71 participants are registered. The total amount of investments amounted to 30.7 billion tenge. The volume of tax deductions amounted to 0.14 billion tenge. The volume of output comprised 0.45 billion tenge. 195 jobs were created. Work is continuing to optimize the number of participants. It is planned to implement 9 projects.

The FEZ "Chemical Park Taraz" (2012-2037). The readiness of the infrastructure of the FEZ "Chemical Park Taraz" is 75%. The cost of the infrastructure of the FEZ "Chemical Park Taraz" is 34.2 billion tenge. Of these, 25.2 billion tenge was allocated for the capitalization of the authorized capital of LLP “United Chemical Company”.

The completion of the first phase of infrastructure construction is planned in the second half of 2017. Completion of the second stage is planned in the 4th quarter of 2018. The output to the designed capacity is planned in 2023 after the commissioning of priority projects on the territory of the FEZ.

Today, 5 participants are registered on the territory of the FEZ "Chemical Park Taraz". The volume of attracted investments amounted to more than 5.5 billion tenge, the volume of tax deductions - 0.53 billion tenge. 147 permanent jobs have been created.

It is planned to implement 15 new productions, the choice of which is due to the fact that these chemicals in Kazakhstan are not produced or produced in small quantities and can have good economic indicators, and the creation of about 2,400 jobs.
