Term of coordinating budgetary programmes to be decreased

Amendments to several legislative acts in the matters of improving the budgetary legislation, Minister of national economy of Kazakhstan Timur Suleimenov presented during the session of the Government.

We note that the project of the Law “On introducing amendments and additions to several legislative acts of the Republic of Kazakhstan in matters of improving of the budgetary legislation” was designed in accordance with the errand of the Head of State. The draft law includes the amendments to the budgetary legislation in 6 main directions.

“According to the first direction, with the aim of simplifying the implementation of budgetary programmes, it is planned to eliminate the several stages of their coordination. Firstly, such kind of submitting of budgetary programmes of state bodies, which do not develop strategic plans, without coordinating with the MNE. Coordination with the Ministry of finances (MF) remains. Secondly, the introduction of amendments to budgetary programmes when correcting the budget without coordinating with the MNE. Coordination with the MF remains. Thirdly, the introduction of amendments to budgetary programmes at the initiative of state bodies when allocating finances within budgetary programmes without coordinating with the MNE and the MF, but notifying the MF. It will facilitate to simplification of coordinating of budgetary programmes at every stage on average by 10 days”, the Minister said.

Besides, according to the Minister, it is proposed to cancel the agreements on the results in cash transfers to development, which at the moment budgetary programmes mostly use.

“As the result, more than 1,5 thousand documents will be shortened at the central and local levels. The administrative costs of the central state bodies are expected to plan with the common limit, which will be defined by the Ministry of finances. It simplifies the preparation of a budgetary application, shortens terms of its consideration and volume of presenting documents”, the Minister said.

We remind that today, during the session of the Government, Minister of finances of Kazakhstan Bakhyt Sultanov told about the five more important moments of simplifying the customs administration, which is set in code’s project.
