Seminar on electoral rights of disabled persons in OSCE held in Astana

The Central Election Commission of the Republic of Kazakhstan held a training seminar for international observers: "Features of monitoring the implementation of state of the electoral rights of persons with disabilities and the elderly in the OSCE countries".

The seminar was attended by representatives of the OSCE Programme Office in Astana, the Office for Democratic Institutions and Human Rights, the central state organs, ministries and departments, as well as non-governmental organizations of the Republic of Kazakhstan, the press service of the Central Election Commission reported.

Secretary of the Central Election Commission of the Republic of Kazakhstan B. Meldeshov and head of the OSCE Programme Office in Astana, Mr. Ambassador Gyorgy Szabo greeted the participants.

"Today, our training seminar is devoted to monitoring the observance of electoral rights of disabled and elderly people in the OSCE States. In paragraph 41 of the Document of the Moscow Meeting of the Conference of the OSCE Human Dimension dated of October 3, 1991 it is told that the OSCE States are commited to the protection of the rights of persons with disabilities providing them the opportunity to participate in public life, in creating favorable conditions for access to public buildings. We'll talk about the mechanisms of implementation of this provision, the methods and forms of organization of monitoring the observance of electoral rights of disabled and elderly people", - said B. Meldeshov, addressing the participants.

Member of the CEC M. Sarsembayev presented the results of a comparative legal analysis of the electoral rights of the disabled in the OSCE states.

Also, adviser on elections for Democratic Institutions and Human Rights of OSCE Radivoje Grujic made a presentation themed: "Features of monitoring the implementation of state of the electoral rights of persons with disabilities and the elderly in the OSCE countries".

Head of the department for international relations apparatus of the CEC in the Republic of Moldova A. Argynov, representative of the Public Association "Ardager" D. Zhigitova told about electoral rights of the disabled.

Also, the participants discussed the specifics of international election observation missions as a part of international organizations, shared experiences of participation of representatives of Kazakhstan in election observation missions as part of the OSCE / ODIHR in 2016.

In particular, they considered the experience of this year's parliamentary elections in Russia and Belarus.

The sides exchanged views on further perfection and development of the practice of the participation of observers from the Republic of Kazakhstan as a part of the OSCE / ODIHR in 2017.
