A.Issekeshev: Number of problem projects in Kazakhstan reduced
"We have revised approaches and changed the rules of the selection of projects in the Map of industrialization. Such criteria as export orientation, productivity, higher value have been added,” the Deputy Prime Minister noted.
“At the end of 2011, we distributed the responsibility for implementation of the projects between the regions and the Government. The Government is now responsible for implementation of 43 projects, these are the Balkhash station, petrochemical complex, production of fertilizers, big projects, big productions that require the attention of the Government. The rest of the projects mainly regarding small and medium business are under the control of regional authorities. We, however, monitor the implementation of these projects and render support,” A. Issekeshev said.
According to the Asset Issekeshev, a lot of countries, such as the U.S. the European Union and others had started the development of similar programs only in 2011-2012.
“This forward looking action was very helpful, that period exactly we have succeeded in industry employment gain, ” Issekeshev stressed.
Besides, the Deputy PM noted the growth of labor productivity in manufacturing. Overall, the growth of manufacturing industries, which during this difficult period for the first time began to exceed the mining industry.
“50 legislative acts, 23 sectoral programs, master-plans, 16 regional programs have been developed over the period of implementation of the state program. Moreover, absolutely new indicators have been introduced such as labor productivity, non-oil and gas export, energy efficiency and many others. We consider these issues to be very important and managed to address all of them and we also know that such issues as development of competitiveness, development of small and medium business, infrastructure, preparation of specialists have not been completely addressed yet. The Head of State also told about it recently. In this December, we are going to sum up the results of the implementation of the State Program on Forced Industrial-Innovative Development in 2013, and we are ready to report on it in details,” the Minister concluded.
