Kazakhstan starts realization of the first stage of local government development concept
Transition from an appointment to selectivity of heads of local executive bodies will be chosen not by the regional mayors with the consent of heads of regions, but by deputies of local maslikhats, chosen by the population. It is absolutely new model of state administration which was never adopted in Kazakhstan earlier.
“The present meeting takes place in historical time for the country - in the first year of realization of Strategy "Kazakhstan 2050". As the head of state, at this stage told a further sustainable development of the country, economic growth, and also increase of welfare of citizens in many respects depend on reforming of political system. It dictated the system reforms of a state administration directed on ensuring openness, efficiency and the accountability,” First Deputy Chairman of PDP NUR OTAN Bauyrzhan Baybek said.
Elections of mayors’ will pass at the expense of local budgets - on these purposes about 700 million tenge is provided. Elective campaign will be held in more than 2,000 settlements, villages and rural districts. Over 80% of such settlements are villages with population to 5,000 people.
New reform, first of all, will give more financial independence to officials in the village. Today rural mayors do not have the independent budget, being only administrators of the budgetary programs. Thus, the population will have more opportunity to supervise an expenditure of money - locals will be able to participate in the solution of the vital issues of villages at the meetings.
