The President had as one of the key points of his election programme the formation of a Presidential Youth Staff Reserve.

“You are highly competent, craving to serve your country. I am looking forward to hearing your views on the issues topical for the country, sharing my thoughts on the Reserve’s tasks,” Kassym-Jomart Tokayev said.

He has marked the contribution of First President – Leader of the Nation Nursultan Nazarbayev to the country’s governance system helping overcome difficulties.

The Kazakh President reviews the new approaches to the state apparatus as further action to meet modern challenges.

“All the novelties serve one purpose: to connect with people. Basically, it is all about a welfare state. Therefore, Kazakhstan is in need of a new model of government, aligned with demands from society, sound and just,” the Head of State said.

As for governance reform, Kassym-Jomart Tokayev had stressed a gradual reduction in public servants, while funneling the funds saved into stimulating most effective workers.

The President has also spoken of openness and transparency, inclusiveness and prompt response to citizens’ enquires as the three main principles of the “Hearing State” concept.

“Officials are not special, who are responsible for decisions regarding society. They should be within reach. I never grow tired of – public servants are part of the people, working for the people and among the people!” the Head of State said.

Addressing the members of the Youth Staff Reserve, the President has said he places trust each of them in bringing forward ideas and productive work to push the country's development.

“You will hold responsible posts in government agencies and national companies to join around 55 members who are already in their new capacities,” the President said.

The Head of State has announced to assign 100 members throughout the year, and to make full use of the Reserve’s potential in the years to come.

Kassym-Jomart Tokayev has urged young people to contribute to the country’s modernization.

“One day a new generation of leaders, including you, will come to power. So be willing to take the reins of government. Be competent, knowledgeable. Be ready for a new historical stage in the state’s development. Put knowledge, competencies above ambitions, and not the opposite,” the President of Kazakhstan said.

Modernization is among the main priorities of domestic political course of the country, the President said.

“The Youth Staff Reserve’ formation should not stop as more motivated and decent young people will join,” the Head of State said.
