Minister of National Economy of Kazakhstan Timur Suleimenov reported on the progress of implementation of the activities of the "Digital Kazakhstan" state program in terms of supporting small and medium-sized businesses.
"Nowadays on the portal egov.kz out of 746 public services provided to business and the population, 452 have been automated, with more than 6.8 million users, receiving more than 190 million services. While more than 3.3 million people use the mobile application, more than 10 million services have been provided to them", the Minister said.
According to him, the work on optimization and automation of state support measures is aimed at solving 4 key tasks:
- to transfer required documents into a declarative form;
- to replace the work of various expert groups and commissions with automated processes that would rule out the possibility of making decisions based on subjective opinions;
- to reduce more than 50% of documents, filling fields and terms of consideration when integrating the information systems of the state bodies;
- to establish a single register of registration of support facilities to assess the impact of all state support instruments and exclude the practice of providing support to the same entrepreneurs.
As an example, Timur Suleimenov cited the state support instrument - the provision of guarantees for loans to private business entities within the framework of the "Business Roadmap-2020", where the service delivery period is significantly shortened from 15 to 2 working days, the number of documents requested from 8 to 1 species and filling fields - from 59 to 5.
"Thus, we plan all state services, including operational services, as well as measures of the state support, to be launched into the electronic format on a non-alternative basis", the Minister said.
At the same time, the work is under way to create an open digital platform for business, where it is planned to place services necessary to simplify the adoption of management decisions and automate internal processes. This is the maintenance of cash and accounting records, personnel management, control of the movement of goods and services, monitoring of the expenditure of resources, electronic document management, etc.
"According to our forecasts, by 2022 more than 100 IT companies will place services on the Platform, of which 10 have already been placed on it, while the number of users will be more than 150,000 entities", T. Suleimenov said.
In the words of Timur Suleimenov, the next important factor of digitalization of SMEs is the creation of the "Single Window" portal for measures of the state support for SME". As part of this work, the Ministries of National Economy, Agriculture, Investment and Development compiled a list of 52 support instruments to be optimized and automated, of which 46 were approved.
At the moment, a full computerization of 15 state support measures has been carried out. The remaining 31 will be automated until October 2018.
"The created unified system of checks will automatically identify potential violators without human participation, maintain electronic protocols and regulations, monitor the results online. In case of violation of rights on the part of inspection bodies, an entrepreneur will have an opportunity to write a complaint directly to the Committee", the Minister explained.
Thus, this system will reduce the number of unreasonable inspections, stop interference in the activities of bona fide entrepreneurs.
In turn, Deputy Chairman of the Board of the National Chamber of Entrepreneurs "Atameken" Yeldar Zhumagaziyev informed that in order to ensure the widespread use of digitalization opportunities, it is proposed to automate the work of all Entrepreneurs Service Centers established in the cities and regional centers.
"At all 25 Service Centers in cities and 189 Entrepreneurs Support Centers in district centers and monotowns, self-service centers will be created, which, with the help of consultants, will provide access to the state's electronic services and state support measures for categories of entrepreneurs who do not have direct internet access", he explained.
Ye. Zhumagaziyev also noted that in order to improve the competencies of businesspeople, especially in rural areas, this year a training program has been launched to increase digital literacy. Over 15,000 entrepreneurs will be trained annually according to this program. Over 7,000 people have already been trained.
In addition, starting from the second half of this year, in the pilot mode the NCE is planning to fully transform the work of the Entrepreneurs Service Centers in Astana and Almaty into the electronic format.
"Automation will allow reducing the budget for rendering non-financial support to business, increasing coverage areas, reducing workflow, optimizing the number of consultants. Systematic work in this direction in the current year will reduce the time of rendering of the state support and the number of documents required by 50% and checks 30%, which will reduce the cost of doing business by 2022 to 8.4 billion tenge", Ye. Zhumagaziyev assured.
In conclusion, the representative of the NCE noted that the implementation of the Open platform for business and annual skills training will allow to digitize the activities of over 300 thousand entrepreneurs by 2022.
It is a reminder that in the Address of the President of Kazakhstan to the people of Kazakhstan dated January 10, 2018 N. Nazarbayev noted that it was necessary to provide digitalization of processes of obtaining the state support by the business with its rendering on the principle of "single window".
