Today Astana has hosted a reporting meeting of Minister of Information and Communications of Kazakhstan Dauren Abayev with participation of expert community representatives and non-governmental organizations. During the meeting, Dauren Abayev spoke about the work done by the Ministry during the year and also shared the plans of the Ministry for the upcoming period.
One of the main topics in the Minister’s report was the Internet, digitalization and e-commerce.
As for Kazakhstan, development of the Internet infrastructure in the country has become important, and it is one of the directions of the “Digital Kazakhstan” program.
According to the Minister, until 2021 more than two million residents of Kazakhstan's villages will have access to the high-speed Internet.
“In the last year, all the regional centers of the country were covered by 4G. The Ministry's task for the future time is the Internet connectivity in the rural settlements, for which a corresponding project is being implemented according to the scheme of public-private partnership. In the framework of the project until 2021 the high-speed Internet will cover 1249 rural settlements, where more than two million people live", the Minister said at the meeting.
Dauren Abayev noted that the high-speed Internet solves a complex of problems in the villages, including the digitization of agriculture, the improvement of the quality of education and medicine and the development of public services.
Currently, more than 13 million people in Kazakhstan have access to the high-speed Internet. The settlements with a population of 10 thousand people are covered by 3G standard communications, and over 50 thousand people - by 4G.
At the same time, all legal conditions have been created for the development of e-commerce. For example, registration of organizations that complete a sale is carried without the need to visit tax authorities.
“Such organizations are completely exempt from corporate income taxes. According to some estimates, these measures will ensure an annual growth of the e-commerce market by 40%”, the Minister pointed out.
In the sphere of rendering postal services, “Kazpost” JSC is working to improve accessibility and quality of services for the population in several areas.
“For example, in order to provide e-commerce sites with services for delivery, warehousing, in October 2017 the first acceptance center was launched in Almaty. A similar center will be opened in the 2nd quarter of 2018 in Astana”, D. Abayev stated.
In addition, 89 parcels supermarket were opened in 2017. Totally there are 110 parcels supermarkets.
Digital model factories, equipped with all technologies of the 4.0. industry, will also work in the near future.
“We have already identified 7 enterprises. Among them there are “Kentau Transformer Plant”, “Kazakhmys” Corporation, “Chimpharm”, “Kazchrome”. In the future, in 2019-2021, a series of comprehensive measures will be adopted to encourage large and medium-sized companies to introduce digital technologies in their own production”, the Minister of Information and Communications said.
Digitization offices have been formed for high-quality implementation of the program in the state bodies and Governor’s Offices. The Deputy Ministers and Deputy Governors are responsible for the implementation of the state program.
In the part of providing electronic public services to the population, the Ministry of Information and Communications carries out a lot of systemic work.
“So, for today “e-government” portal provides an opportunity to receive 235 services, eLicense.kz electronic licensing portal - 399 automated services”, D. Abayev said in his report.
Only in 2017 more than 34 million services were rendered through "e-government" portal. About 1 million licenses and permits were issued through "eLicense.kz" information system. Through e-gov.kz portal, since 2012 more than 135 thousand companies have been opened.
To date, the "Government for Citizens" State Corporation renders more than 83% of all government services (621 services). In the last year, it provided 38 million services, since the beginning of this year more than 10 million services have been already provided.
Also Dauren Abayev paid attention to the “Electronic Labor Exchange”.
"To date, the portal has posted more than 33 thousand jobs and almost 77 thousand resumes. Almost 25 thousand people got a job with the help of this internet resource”, the Minister said.
Until the end of the year, it is planned to open digital Public Service Centers in each regional center throughout the country. The work of these data centers will be fully automated, that is, services can be obtained without operator involvement. The advantages of such digital PSCs: the number of services will be increased and the time will be shortened; the digital lifestyle of the population will be improved.
In addition, by the end of this year 2 migration PSCs will be opened.
“The first such Public Service Center was launched in Astana at the beginning of the year. Before its opening non-residents had to visit up to 6 different organizations and stand in a queue. Now all these services can be obtained in one place according to the principle of “single window” with the application of barrier-free standards”, Dauren Abayev concluded.
