The USA is among the main priorities of foreign policy of Kazakhstan. According to the State Revenue Committee of the Ministry of Finance of Kazakhstan, over 10 months of 2017, the USA took the 9th place in trade with our country. The volume of trade turnover comprised 1 billion 384.7 million US dollars.
In general, Kazakhstani-American cooperation at the cuurent stage determines by the agreements signed by the results of the telephone conversation of President of Kazakhstan Nursultan Nazarbayev with President of the USA Donald Trump in September 1, 2017. During the telephone converstation, the following directions were defined as priority directions of strategic partnership: facilitation of Kazakhstan in settling the Ukrainian crisis, fight against terrorism, strengthening of the regime of nuclear non-proliferation, as well as further expansion of trade and economic and investment cooperation.
Within the summit "The USA - The Islamic World" in Riyadh on May 21 of the last year, a brief conversation of the Head of State with President of the USA D. Trump was held.
We note, that in September, 2017, on the sidelines of the 72th General Assembly of the UN, meetings of Foreign Minister of Kazakhstan Kairat Abdrakhmanov with Acting Assistant Secretary of State for South and Central Asia, Special Representative for Afghanistan and Pakistan Alice Wells were held. The Minister also met with representatives of business circles of the USA in a format of a work lunch "BCIU" and the Global business-forum "Bloomberg" in New-York.
Cooperation with the USA Congress is one of the priorities of inter-state relations. The main work is held within the established group of friends and profile committees on international relations.
In the sphere of military cooperation, the implementation of the Plan of the five-year cooperation is being held, within which joint trainings are held, and training of military personnel is being held. Within the visit to the USA, Deputy Minister of Defense Talgat Mukhtarov, on June 28, 2017, the Plan of the five-year cooperation was signed for 2018-2022. Cooperation in the sphere of peacemaking strengthens. Thus, under the support of the American sidde, a well-trained peacemaking division "Kazbrig" was established in Kazakhstan. The division was assessed by NATO on compatibility, the work on certification of the division by experts of the UN is being held. At the same time, the work to send the division to particiapte in peacekeeping missions continues.
The American side highly appreciates the contribution of Kazakhstan in the sphere of non-proliferation, giving us as an example to other countries. Within the American program on joint decrease of threats in Kazakhstan, a whole range of projects was implemented.
The USA facilitated to the project on creation of the International bank of low-enriched uranium in Kazakhstan, by facilitating in financing it (The Ministry of Energy of the USA - 49 million dollars, the Organization "Nuclear Threat Initiative" - 50 million dollars). The opening ceremony of the IAIE Low-enriched uranium bank in August 29, 2017, was attended by Acting Deputy Administrator for defense nuclear non-proliferation of the National administration for nuclear security of the Ministry of Energy of the USA D. Huizenga.
Exports of Kazakhstan to the USA for 10 months of 2017 comprised 339 million dollars. The main article of exports (share 59.5%) is made up by metals and items from them. In turn, exports from Kazakhstan to the USA for 2016 comprised 617.9 million dollars, and increased by 42.2% comparing with 2015.
Improts to Kazakhstan from the USA comprised 1.27 billion dollars, which is by 13.7% less that in 2015.
Accordig to the National bank of Kazakhstan, in the structure of the gross inflow of direct foreign investments from 2005 the share of the USA has accounted about 27 billion dollars or more than 12% out of the total 223 billion US dollars. The main spheres of American investments fall on mining, real estate, rent and services of enterprises, financial activity, activity of professional organizations, associations.
The USA is the second largest investor in Kazakhstan (2.2 billion dollars after the Netherlands (5.7 billion dollars).
In Kazakhstan, about 500 companies operate with particiaption of the American capital, 433 out of which are small, 23 - medium, 30 - large.
We note, that on April 10-13 of the past year, the first visit of Prime-Minister of Kazakhstan Bakhytzhan Sagintayev to the USA with the visit of such cities, as New-York and San-Francisco was held. The main aims of the visit were strengtheing of business links, the development of pertnership relations with large corporations and startups of the Silicon Valley in the context of the implementation of the Address of the Head of State "Third Modernozation: Global Competitiveness and the switch of Kazakhtan to digital economy.
At the opening ceremony of EXPO-2017 of the National Pavilion of the United States on June 10, 2017, the US delegation led by Deputy Assistant Secretary of State D. Rosenblum, who also held talks with Deputy Minister of Foreign Affairs of Kazakhstan Yerzhan Ashikbayev took part in the entire spectrum of the bilateral agenda.
In order to timely implement the existing economic projects and expand trade and investment cooperation, on June 14, 2017, Kazakhstani-US business forum was held in Astana with the participation of representatives of Kazakhstani state bodies, national companies and representatives of American business. To date, work is underway to open direct flights between Kazakhstan and the United States.
In general, over 25 years, more than 70 inter-state, inter-governmental and inter-ministerial agreements were concluded.
The official visit of the President of Kazakhstan to the United States as a whole will last three days: from January 16 to 18. On the last day of the visit - January 18, 2018, President of Kazakhstan Nursultan Nazarbayev will address a thematic briefing in the UN Security Council on the topic of non-proliferation of weapons of mass destruction. On January 19, under the chairmanship of Foreign Minister of Kazakhstan Kairat Abdrakhmanov, there will be a ministerial debate on strengthening regional cooperation between Afghanistan and the countries of Central Asia. It is expected that UN Secretary General Antonio Guterres will address the meeting.
We note that from January 1, 2017, the Republic of Kazakhstan began to work in the Security Council of the United Nations as a non-permanent member for the forthcoming two-year period.
During its work in the Council, Kazakhstan intends to make a feasible contribution to the peaceful settlement of the Palestinian-Israeli confrontation, conflicts in the Middle East, Afghanistan, the CIS, the de-escalation of tensions on the Korean Peninsula, and the resolution of crises in Africa and Asia.
