According to the development plans, within the framework of the program developed by the “Zerde” national holding, the share of the ICT sector in Kazakhstan's GDP will reach 4.85% by 2020, thereby increasing the digital literacy of the population to 80%. The share of electronic public services in relation to services rendered in traditional paper form will also grow. The state corporation "Government for Citizens" intends to simplify the process of obtaining documents, reducing the actions of users. They launch the Digital Service Center in Kazakhstan, which is planned to be opened in November on the left bank of Astana. And this is only a small example of a large digital transformation of Kazakhstan.

"In the last address to the people President of the Republic of Kazakhstan Nursultan Nazarbayev stressed the necessity and importance of accelerated technological modernization of the economy. He noted that this should be the main priority for the country on its way to strengthening it. Another prerequisite for further progress, according to the President, is the development of human resources, especially IT professionals", Global Director General for interaction with the public sector of SAP Isabella Groegor-Cechowicz said in an interview.

Taking it into account, today our country intends to carry out a digital transformation. A special state program "Digital Kazakhstan" was created, its purpose is to influence the progressive development of the digital ecosystem in order to achieve sustainable economic growth, increase the competitiveness of the economy and the nation, and improve the quality of life of the population.

As a result of the implementation of the state program “Digital Kazakhstan”, the share of Internet users in 2021 should be 81%; the level of digital literacy of the population in 2021 - 81.5%; growth in labor productivity in ICT in 2021 - 5.9%; growth in labor productivity in the section "Mining and quarrying" in 2021 - 6.3%.

To achieve significant results, the program must be connected to all state bodies of the country, the Government needs to reconsider its processes. The imperative of time requires that public services be transferred to electronic format.

The population of Kazakhstan is interested in personalized services, business - in "smart" regulation, which will make communication faster and more efficient.

One example is the e-government portal Egov.kz, which is used by more than 50% of the economically active population. Now about 700 services are provided in an online format. In 2016, the number of registered users of the portal reached more than 5 million people, taking into account the fact that the number of economically active population of Kazakhstan is only 9 million people.

It should also be noted that the large-scale e-Finance project is the result of cooperation between SAP and the Ministry of Finance of Kazakhstan. During the first 10 months of the system, the Ministry was able to identify a large number of violations in the budget and return about 300 billion tenge. "E-Ministry of Finance" also allowed to automate the work of more than 20 000 employees.

Currently, digital technologies offer a number of advantages-simplifying the access of the public and business to public services, accelerating the exchange of information, the emergence of new business opportunities, the creation of new digital products. Business development and attracting investors depend on how quickly the State works in the provision of public services. Now everyone wants to receive information quickly and easily, especially when it comes to issuing permits.

This year, within the framework of the international economic forum in Astana, SAP held a plenary session devoted to the impact of digital transformation on the development of country's economy, where this tool was presented "The Conference Hall of the Future" for top managers of companies who wanted to access online data on their business. With its help, the level of transparency of all processes is reached, which was impossible five years ago.

At the same time, with all the transformation, one should not forget about the structuredness and security of the data, and here blockchain comes.

What is blockchain? This is primarily a distributed database where storage devices are not connected to a shared server. This database stores an ever-growing list of ordered records, called blocks. Each block contains a timestamp and a link to the previous block. The implementation of blocking in e-government projects, government services, business processes contribute to the safety of data security.

In addition, the introduction of blockchain tools will help reduce corruption risks in Kazakhstan. This opinion was shared by President of the Association of Kazakhstan Internet Business (AKIB) Konstantin Gorozhankin.

According to him, the other day he entered the expert group on blockchain under the Government and soon the issues of the introduction of this technology will be discussed at the highest level.

"E-government took the first step in fighting corruption. The fact that the tender was held is known only to its participants. What is the role of blockchain? You can assign a code to each tree, stop. The code will indicate information about which tenders are on the establishment, which officials decide to repair or, let’s say, move the establishment two meters to the left. People will get full access and will be able to demand answers from the authorities", K. Gorozhankin noted in an interview given to the financial portal.

Undoubtedly, the country needs digitalization. In its full implementation, it is the development of a reliable, affordable, high-speed and secure digital infrastructure, the development of a creative society. This development of competencies and skills for the digital economy, the work on improving the digital literacy of the population, the preparation of ICT specialists for the industries; digital transformations in the economy. In general, this is the widespread introduction of digital technologies to improve the competitiveness of various sectors of the economy and the transition to a proactive State.
